​This volume discusses how diasporas have evolved and engaged in economic, social and cultural domains of their host and home countries across the globe. This book focuses on how to improve the collection, analysis and responsible use of data on global migration and international mobility.While migration remains a topic of great policy interest for governments around the world, there is a serious lack of reliable, timely, disaggregated and comparable data on it, and often insufficient safeguards to protect migrants’ information. Meanwhile, vast amounts of data about the movement of people are being generated in real time due to new technologies, but these have not yet been fully captured and utilized by migration policymakers, who often do not have enough data to inform their policies and programmes. The lack of migration data has been internationally recognized; the Global Compact for Safe, Orderly and Regular Migration urges all countries to improve data on migration to ensure that policies and programmes are "evidence-based", but does not spell out how this could be done. This book examines both the technical data issues associated with improving data on migration and the wider political challenges of how countries manage the collection and use of migration data. The first part of the book discusses how much we really know about international migration based on existing data, and key concepts and approaches which are often used to measure migration. The second part of the book examines what measures could be taken to improve migration data, highlighting examples of good practice from around the world in recent years, across a range of different policy areas, such as health, climate change and sustainable development more broadly. This volume examines Canada’s migration policy as part of its foreign policy. It is well known that Canada is a nation of immigrants. However, immigration policy has largely been regarded as domestic, rather than, foreign policy, with most scholarly and policy work focused on what happens after immigrants have arrived in this country. As a result, the effects of immigration to Canada on foreign affairs have been largely neglected despite the international character of immigration. The contributors to this volume underline the extent to which Canada’s relationships with individual countries and with the international community is closely affected by its immigration policies and practices and draw attention to some of these areas in the hope that it will encourage more scholarly and policy activity directed to the impact of immigration on foreign affairs. Over the last two decades, globalisation has accelerated international migration flows, particularly of skilled labour. Yet increasing migration by skilled workers from developing countries («brain drain») has raised serious concerns internationally about the adverse development impact on their countries of origin. This book, however, highlights the positive aspects of skilled labour migration as scientific diasporas are playing a growing role in the transfer of technology, skills and knowledge («brain gain») to their home countries. This is a very significant development in a globalised world where science, technology and knowledge can trigger economic and social transformations. The book presents solid empirical evidence of the contributions scientific diasporas make to their countries of origin, based on primary surveys of skilled migrants from Colombia, India and South Africa employed in Switzerland, a major destination country. The findings lead to a better understanding of the motives for migration, the profile of the scientific diaspora communities in Switzerland, and the varied ways in which they help their home countries. The book makes a significant contribution to the international policy debate and dialogue on migration and development. Dennis C. Canterbury’s Capital Accumulation and Migration explores the subject of capital accumulation and migration, a topic that is remarkably absent in the voluminous literature spawned under neoliberal capitalism by the renewed interest in the development impact of migration. This volume undertakes a critique of this literature and adds a critical dimension to it, while analyzing the financialization of migration processes. A central feature of neoliberal capitalism is the remodeling of the global political economy to facilitate capital accumulation from migration amidst serious fault lines that reflect an antagonistic contradiction in the neoliberal capitalist approach to migration.

Human geopolitics, the competition for population rather than territory, is an essential but weakly understood dimension of world politics today. Such competition has preceded violent conflict throughout history, but has been muted since the Treaties of Westphalia laid the territorial foundations of the modern international system in the mid-seventeenth century. Today, however, human geopolitics is being resurrected in unanticipated ways, as governments are enabled and encouraged to engage their emigrant diasporas. How and why is this happening? Until now these questions have been difficult to answer. The majority of research attention has focused on questions of immigration policy in a handful of wealthy migrant destination countries, largely ignoring the emigration policies that preoccupy the worlds many migrant origin states. This book addresses that research imbalance, by focusing on the overlooked sending side of migration policy. Drawing on data covering all UN members across the post-WWII period, and fieldwork with high-level policy makers across 60 states and a dozen international organisations, the book charts the re-emergence of human geopolitics through the global spread of diaspora institutions government ministries and offices dedicated to emigrants and their descendants. It calls for the development of stronger guiding principles and evaluation frameworks to govern these new state-diaspora relations in an era of unprecedented global interdependence.
