This book builds on case studies in depopulating and shrinking areas in Northern Europe. While most contemporary literature on shrinkage focuses on these issues from a planning standpoint, this book uniquely applies a policy perspective when approaching the material. The book assesses the potential of demographic adaptation policies to manage depopulation, that is, policy programs aiming at managing depopulation through adaptation, rather than through growth policies intended to foster population growth. In 6 chapters, the book acts as an up-to-date resource on demographic adaptation for master and Ph.D. students, researchers, and practitioners working in local and regional development, governance, and planning. Chapter 1 gives an overview of recent demographic trends in Northern Europe and introduces the theoretical differences between growth policy and adaptation policy. Chapter 2 accounts for the policy concept and introduces a framework for how local adaptation policies could be systematically analysed. Chapter 3 suggests that the Nordic welfare states exhibit two characteristics that prove to be relevant when discussing the consequences and policy implications of demographic decline, i.e. an extremely sparse population structure and an ambitious welfare assignment that in many respects has been devolved to the local level of government. Chapter 4 suggests that whether shrinkage constitutes a problem or not depends upon the interpretations of those in power, but also upon political, economic and geographic conditions Chapter 5 seeks to understand why local level policymakers avoid developing strategies for how to handle long-term population decline. Chapter 6 summarizes the points of the previous chapters, and concludes that local governments in shrinking areas ought to develop local adaptation policies. These policies, however, also need to be subjected to critical analysis, and the chapter introduces a model for how local adaptation policy priorities could be assessed in a more structured manner.

Can our research create conditions for people to flourish? What kinds of questions do we ask about the social world and how knowledge is produced? Does our approach to research itself matter? This edited collection explores and illustrates the nature of research for social justice. Drawing on a diverse range of social research projects, it examines research with and for young people, marginalised communities and those who work to further social justice and human rights goals. Providing key examples of the tools, processes and outcomes of research relevant to social justice, including where and how these frameworks can be used in the design and execution of research, this is a much-needed intervention to social research methodology.

This book offers a novel, refreshing and politically engaged way to think about public policy. Instead of treating policy as simply the government’s best efforts to address problems, it offers a way to question critically how policies produce “problems” as particular sorts of problems, with important political implications. Governing, it is argued, takes place through these problematizations. According to the authors, interrogating policies and policy proposals as problematizations involves asking questions about the assumptions they rely upon, how they have been made, what their effects are, as well as how they could be unmade. To enable this form of critical analysis, this book introduces an analytic strategy, the “What’s the Problem Represented to be?” (WPR) approach. It features examples of applications of the approach with topics as diverse as obesity, economic policy, migration, drug and alcohol policy, and gender equality to illustrate the growing popularity of this way of thinking and to provide clear and useful examples of poststructural policy analysis in practice.

Drawing on intersectional theorising, Homelessness and Social Work highlights the diversities and complexities of homelessness and social work research, policy and practice. The World Health Organization (WHO) defines equity as the absence of preventable or remediable disparities among various groups of individuals, regardless of how these groups are delineated, whether by social, economic, demographic or geographic factors. The goal of equity is to eliminate the unfair and avoidable circumstances that deprive people of their rights. Therefore, inequities generally arise when certain population groups are unfairly deprived of basic resources that are made available to other groups. A disparity is ‘unfair’ or ‘unjust’ when its cause is due to the social context rather than biological factors. Equitable evaluation contends that conducting evaluation practices with an equity approach is more powerful, as evaluation is used as a tool for advancing equity. It emphasises that context, culture, history, and beliefs shape the nature of evaluations, specifically in the diverse and often complex African reality. Equitable evaluation can render power to the powerless, offer a voice to the silenced and give presence to those treated as invisible. Evidence from various sources shows that inequality is prevalent on the African continent, hence the need to focus on evaluative solutions that address the structural issues that contribute to the different forms of inequality, such as economic, political and social inequality. Despite a plethora of development interventions on the African continent, a large proportion of the population on the continent is still lacking access to basic goods and services for survival. The effectiveness of developmental programmes in sub-Saharan Africa has been elusive, to the extent that minimal inroads have been made in addressing key challenges such as poverty, inequality and the effects of climate change. This scholarly book aims to invigorate academic discussions surrounding developmental programmes, with the goal of generating insights that can be utilised by evaluation commissioners and decision-makers to help address inequality and promote a more equitable society in Africa through improved evaluation processes.
