This background discussion paper has been developed within Saferworld's two-year research project on "Prevention of violent conflict and the coherence of EU policies toward the Horn Africa countries". The project aims to critically examine the impact of EU policies on the countries of the Horn of Africa as a basis on which to clarify proposals for enhancing the effectiveness of EU efforts to prevent violent conflict. The paper's objectives are to: Consider the link between post-war demilitarisation and reintegration of ex-combatants, refugees and internally displaced persons (IDPs) and the risks of violent conflict within the Horn region; Present an initial analysis of EU policy engagement in support of processes of post-conflict demilitarisation and reintegration in the Horn region; Assess the impact of EU policies and engagement on the risks of violent conflict during demilitarisation and reintegration processes and the extent to which incoherent policies are exacerbating actual or potential conflicts; Consider the potential role of the European Community (EC9 and EU member states (MSs) in supporting demilitarisation and reintegration processes in such a way that they contribute to the prevention and resolution of violent conflict in the region. The collapse of states, violent conflicts and natural disasters shape the public perception of Africa in Europe, while the political perspectives tend to be grossly neglected. This book wants to challenge this image in the eyes of many people through a profound analysis of main aspects of African-European relations (e.g. economics, migration, HIV / AIDS). In particular, it will be discussed what can be done to improve the relations between both continents and to develop a constructive and genuine cooperation. Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.

The Red Sea is one of the worlds most important trade routes, a theater of power struggle among local, regional and global powers. Military and political developments continue to impact on the geostrategic landscape of the region in the context of its trade thoroughfare for Europe, China, Japan and India; freedom of navigation is a strategic interest for Egypt, and essential for Israels economic ties with Asia. Superpower confrontation is inevitable. China, the US, France, Japan and Saudi Arabia have military bases in Djibouti. US strategy seeks to curb Chinese economic influence and Russian political interference in the region through diplomacy and investment. And at the centre of US alliances is the war on terror still prevalent in the Middle East and East Africa: Islamic terror groups Al Shabaab in Somalia and Kenya; Al Qaeda of the Arab Peninsula in Yemen; and the Islamic State in Egypt. The civil war in Yemen has become the arena for Iran and Saudi Arabias struggle for regional hegemony. Saudi Arabias Sunni Arab coalition have been fighting Iranian-backed Shiite Houthi rebels to a stalemate (December 2018). In 2016 Egypt ceded Saudi Arabia the Tiran and Sanafir Islands, the narrow sea passages between the Sinai and Arabian peninsulas, giving control of the entire length of the Red Sea. This, and other perceived positive geostrategic developments, have to be offset by the nuclearization of the Red Sea basin (directed in part by Russian foreign policy) and the dangers of multiple country military deployments in the hubs of radical Islam and terrorism potential. A stable future for the region cannot be taken for granted. And as alliances shift and change, so will Israels foreign policy and strategic partnerships have to adjust.
