Environmental conditions do not exist in a vacuum. They are influenced by science, politics, history, public policy, culture, economics, public attitudes, and competing priorities, as well as past human decisions. In the case of Central Asia, such Soviet-era decisions include irrigation systems and physical infrastructure that are now crumbling, mine tailings that leach pollutants into soil and groundwater, and abandoned factories that are physically decrepit and contaminated with toxic chemicals. Environmental Crises in Central Asia highlights major environmental challenges confronting the region’s former Soviet republics: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. They include threats to the Caspian and Aral seas, the impact of climate change on glaciers, desertification, deforestation, destruction of habitat and biodiversity, radioactive and hazardous wastes, water quality and supply, energy exploration and development, pesticides and food security, and environmental health. The ramifications of these challenges cross national borders and may affect economic, political, and cultural relationships on a vast geographic scale. At the same time, the region’s five governments have demonstrated little resolve to address these complex challenges. This book is a valuable multi-disciplinary resource for academics, scholars, and policymakers in environmental sciences, geography, political science, natural resources, mass communications, public health, and economics.

Over the last 60 years, we have recognized increasingly that our world is connected, and the impacts of environmental catastrophes and economic crises in one region of our world have far-reaching and long-lasting consequences globally. Central Asia is a developing region with great potential, but there are valid concerns that current resource management practices are not sustainable, particularly with regard to the management of water resources. Recent changes in social structures, accompanied by regional climate change, have caused substantial environmental changes leading to security concerns in the region. As a result, the local economy has been significantly impacted to the extent that the potential for social unrest is of great concern. This book explores new technologies and adaptation strategies to mitigate these environmental problems and cope with continued environmental change with the ultimate goal of promoting sustainable growth and improved quality of life in the region.

Greater Central Asia encompasses a vast area that includes deserts, natural grasslands, steppes, shrublands and alpine regions. Many of these land types are degraded and productivity is falling at a time when human populations and livestock inventories are on the rise. Ecosystem stability and biodiversity are under threat and there is an urgent need to develop more sustainable land management regimes. This book uses an integrated regional approach to provide a comprehensive exploration of sustainable land development in Central Asia. An interdisciplinary team of experts analyses the economic, ecological, sociological, technological and political factors surrounding sustainable land and water management in the region, sharing potential problems and solutions. As international concern about desertification grows, the book concludes by asking how the region is likely to develop in the future. Examines the transition Central Asia underwent in the twentieth century following the collapse of the Soviet Union, the Soviet colonial legacy and the attempts of new states to build secular states within the radical Islamic world.

With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. With original empirical research and theoretical insight, the volume's contributors illuminate an obscure but resource-rich and strategically significant region.

Civil Society in Central Asia is a pathbreaking collection of essays by scholars and activists that illuminates the social and institutional forces shaping this important region’s future. This report proposes a World Bank strategy for assisting the rural, environmental, and social development of Eastern Europe and Central Asia. It has been produced for a general audience partly for consultation purposes, and is therefore a work in progress. Each of the three areas of development is examined in separate chapters, and each summarises the World Bank assistance strategy in that area. The conclusion is that the challenge posed by the objectives of this report are far beyond the World Bank's abilities to achieve on its own.
