The international community has long grappled with the issue of protecting the environment while encouraging social and economic development, often with limited results. The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. This work provides a comprehensive examination of these principles and their subsequent implementation.

The concept of the green economy has now entered mainstream policy debates and been endorsed by a range of United Nations and other organizations. The Rio+20 UN conference specifically drew attention to the green economy approach in the context of sustainable development to move away from business-as-usual practices, act to end poverty, address environmental destruction and build a bridge to the sustainable future. It is increasingly recognized that the tourism sector can make a major contribution to the green economy through more sustainable practices, climate change mitigation and ecotourism. The role of tourism sector will continue to be crucial in the post-2015 sustainable development agenda too. However, there are ambiguities about how tourism and allied industries can maximize their contribution to human well-being and ensure environmentally sustainability, embracing issues of political economy, geography and business ethics. In this context, this book provides consensus about what the green economy entails, what role tourism can play in a green economy, early responses from many countries, on-going and emerging research initiatives that will enable tourism’s transition to a green economy. This report warns that the planet's environmental problems are now much more urgent than at the first Rio Summit in 1992. Safe limits on the amount of waste, pollution and biodiversity loss that natural systems can tolerate continue to be breached, undermining our ability to use natural resources to support further growth. The forthcoming UN Conference on Sustainable Development in Rio de Janeiro in June 2012, 'Rio+20' will take place 20 years after the pivotal Earth Summit there. It will focus on the 'green economy' and the relevant UN institutions. Engagement and discussion between Government and civil society groups, businesses and individuals, about the Summit's objective - to kick-start a renewed commitment to sustainable development - is vital. The Millennium Development Goals, which aimed to improve the quality of life of some of the world's poorest people, are unlikely to be met by their 2015 end-date and do not fully capture the sustainability challenges facing the world. The MPs recommend that new 'Goals' (Sustainability Goals and Consumption Goals) should be agreed at Rio+20, to shift the effort towards the sustainable development and sustainable consumption contributions that the UK and other developed countries now need to make. The Prime Minister should attend the conference in June to show the Government's commitment to the aims of Rio+20 within the UK and beyond. The Government should also appoint a 'special envoy' to engage the public and co-ordinate Government departments' inputs as part of an ongoing process: before, during and after the Summit itself.

How can we guarantee a right to life or a right to health without also guaranteeing a decent environment in which to exercise these rights? It is becoming increasingly obvious that a high quality environment is key to the fundamental human rights of life and health, and associated rights such as the right to clean water, adequate housing, and food. This book canvasses a range of law and policy issues concerning human rights and the environment.
