The purpose of this book is to assess the development of international environmental law in the Asia Pacific. Consideration is given to the impact upon the region of global, regional and subregional environmental law. An assessment is also undertaken of how certain states, and groups of states, have responded domestically and within their own subregions to these developments. For the purposes of this book the Asia Pacific is defined as essentially the states which comprise East and Southeast Asia, Australia, New Zealand and the island states of the Southwest Pacific. Occasional consideration is also given to the states of South Asia.

This edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.

The year 2007 could perhaps accurately be described as the year when climate change finally received the attention that this challenge deserves globally. Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.

Human security is becoming increasingly pronounced in recent years due to changes in the security landscape of world politics. Yet, inter-state relations have continued to dominate security concerns in East Asia. Northeast Asia is a region with highly disparate levels of industrialization and political systems. It also contains some very troubling security flashpoints the Taiwan Strait, the Korean Peninsula, and the East China Sea. China s rapacious quest for energy and rapid industrial expansion have led to intense international competition with Japan and the United States and internal instability as well. North Korea poses two distinct environmental security threats: famine refugees and the regime s use of nuclear blackmail for subsidized energy. As the importance of environmental security increases worldwide, colleges and universities are evaluating how well they are preparing the next generation of environmental scientists and managers and developing new educational approaches. In this volume, we examine: (1) current educational practices and the need for change, (2) educational needs from the perspective of employers and professionals, and (3) new practices in higher education in environmental fields. The contributors were carefully selected by an international coordinating team based on their international reputations in the field of progressive educational approaches and understanding of the global employment market in environmental science. Although the focal geographic areas are North America, Europe and the former Soviet republics, the ideas and strategies discussed are universal to all institutions of higher education. We highlight specific non-traditional approaches such as using the university as a curricular tool, developing permaculture programs, and applying sustainability pedagogy, and document their success from both a student and employer perspective. We also include case studies on risk assessment and eco-efficiency education to illustrate why and how transdisciplinary education can be accomplished. We conclude that it is imperative that our educational systems teach environmental security at the university level within a transdisciplinary context; and that opportunities, such as internships and other methods of applied learning, are included in the curriculum.
