What is the meaning of the Balkans in the early 21st century? Former Yugoslav countries seek a self-flattering alliance with ‘the West’ via EU membership, while the Union’s citizens increasingly declare to be ‘Eurosceptic’. At the same time, economic turmoil in countries like Greece confronts massive incoming waves of refugees, for whom Europe’s south-eastern borders are the nearest shelter. In this time of crisis, the Balkans return on the agenda as a parable of Europe’s haunting questions about its future. EU, Europe Unfinished brings together established and emerging media and cultural scholars to explore colliding visions of space and identity within a declining continent. Whereas Europe imagines the Balkans to be the source of its nearest trouble, the region envisions Europe as a refuge from ongoing post-socialist transition. The book adopts a variety of critical perspectives – from media and policy analysis to anthropology, art history and autobiography – to investigate where Europe is headed with the Balkans in its skein, 25 years after the fall of the Iron Curtain.

The widening and deepening of the European Union have brought to the fore the question of democracy at the European level. The system of domination already in place at the European level requires and aspires to direct legitimation - from the citizens themselves and not merely indirect, derived from the Member Nation States. Such can only be achieved by making the EU into a democratic polity. But can democracy be disassociated from its putative nation-state foundation? A revised concept of democratic legitimacy based on discourse theory is developed. It is argued that post-national democracy requires a constitution but not necessarily a state. The Union amounts to less than a state but more than an international organisation and a system of transnational governance. In the political theory of the multilevel constellation that makes up the EU, it is conceived of as a regional subset of an emerging cosmopolitan order. The EU is a state-less government. As it is not premised on group identity, it is able to accommodate a high measure of variance with regard to territory and function. The book analyzes the reforms undertaken to bring the EU 'closer to the citizens'. It documents elements of democratization and reduction of arbitrary power. However, democracy requires that the citizens can approve or reject the laws they are subjected to. Since the institutional as well as the civic conditions under which a public justification process would be deemed legitimate are not in place, European post-national democracy remains an unaccomplished mission.

The euro was originally seen as another stepping stone to a politically unified Europe. Yet with the fall of the Berlin Wall, the disintegration of the Soviet Union and the unification of Germany, the need for European political union as a means to ensure peace in Europe disappeared. Due to the fading will for full political union, the euro project lost the prospect of a stable platform in the foreseeable future. As a result, the euro crisis forces policymakers to develop a new architecture for EMU. ‘Europe’s Unfinished Currency’ proposes that this can only be done by way of a currency union of sovereign states, which in itself is a unique historical experiment as no such union has ever survived to date. This volume offers ideas of how the EMU could potentially work, and sketches scenarios of how things might evolve in case of failure. This edited volume investigates for the first time the impact of conspiracy theories upon the understanding of Europe as a geopolitical entity as well as an imagined political and cultural space. Focusing on recent developments, the individual chapters explore a range of conspiratorial positions related to Europe. In the current climate of fear and threat, new and old imaginaries of conspiracies such as Islamophobia and anti-Semitism have been mobilised. A dystopian or even apocalyptic image of Europe in terminal decline is evoked in Eastern European and particularly by Russian pro-Kremlin media, while the EU emerges as a screen upon which several narratives of conspiracy are projected trans-nationally, ranging from the Greek debt crisis to migration, Brexit and the COVID-19 pandemic. The methodological perspectives applied in this volume range from qualitative discourse and media analysis to quantitative social-psychological approaches, and there are a number of national and transnational case studies. This book will be of great interest to students and researchers of extremism, conspiracy theories and European politics.

Most studies of international negotiations take successful talks as their subject. With a few notable exceptions, analysts have paid little attention to negotiations ending in failure. The essays in Unfinished Business show that as much, if not more, can be learned from failed negotiations as from successful negotiations with mediocre outcomes. Failure in this study pertains to a set of negotiating sessions that were convened for the purpose of achieving an agreement but instead broke up in continued disagreement. Seven case studies compose the first part of this volume: the United Nations negotiations on Iraq, the Middle East Peace Summit at Camp David in 2000, Iran-European Union negotiations, the Cyprus conflict, the Biological Weapons Convention, the London Conference of 1830–33 on the status of Belgium, and two hostage negotiations (Waco and the Munich Olympics). These case studies provide examples of different types of failed negotiations: bilateral, multilateral, and mediated (or trilateral). The second part of the book analyzes empirical findings from the case studies as causes of failure falling in four categories: actors, structure, strategy, and process. This is an analytical framework recommended by the Processes of International Negotiation, arguably the leading society dedicated to research in this area. The last section of Unfinished Business contains two summarizing chapters that provide broader conclusions—lessons for theory and lessons for practice.

The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. The book explores how the European Union and its members have been renegotiating Europeanisation and renationalization in response to the multiple crises they faced over recent years. The authors highlight varying understandings of ‘crises’ in different national and supranational policy and institutional contexts.
