In the wake of the EU's biggest enlargement, this book explores the adaptation of the constitutions of Central and Eastern Europe (CEE) for membership in the European Union. In response to the painful past, these new constitutions were notably closed to transfer of powers to international organizations, and accorded a prominent status to sovereignty and independence. A little more than a decade later, the process of amending these provisions in view of the transfer of sovereign powers to a supranational organization has proved a sensitive and controversial exercise. This book analyses the amendments against the background of comparative experience and theory of sovereignty, as well as the context of political sensitivities, such as rising euroscepticism ahead of accession referendums.

Central and Eastern European Countries are undergoing a difficult transition process with consequences for spatial development. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

The problems caused by the proposed enlargement of the EU to include the associated Central and Eastern European countries (CEEC) are discussed in this book. The two main agricultural issues raised by this are the relative competitiveness of CEEC agricultural policies.

This book fills a significant gap in recent literature on European Union politics by examining the EU’s ‘other’ eastern enlargement, completed in 2007 with the accession of Bulgaria and Romania. It focuses on both the process and the effects of the 2007 enlargement within the wider context of the post-communist countries’ accession to the EU, and, more broadly, within the context of the history of EU enlargement. The book brings together in-depth analyses of a wide range of issues, both from a comparative perspective and through single case studies. Individual contributions shed new light onto EU enlargement through a theoretical re-evaluation of the ‘strategic action’ paradigm, as well as through historical analyses of the 2007 enlargement and of its implications for future EU enlargements. Further insight into the process of EU enlargement is gained through systematic exploration of the impact of accession on policy-making and institutional structures in Bulgaria and Romania. Altogether, the contributions exemplify the multi-faceted nature of EU enlargement and accession, as well as the extent to which the process of acceding to the EU is not completed with membership, either for the EU or for the candidate countries. This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.

European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Finally, the authors suggest a complementarity between relations based on proximity and wider (possibly global) networks where some territories, and especially metropolises, find opportunities based on "virtual" proximity. Europe's Changing Geography provides a substantial re-appraisal of a key phenomenon in the process of European integration today. Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities—in which voice, influence, and power are diffused through multiple levels and modes of governance—and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.
