This title was first published in 2003. This work provides a clearer understanding of the EU's approach towards security in the Mediterranean. After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.

In 1995, the EU 15 and twelve Mediterranean states concluded the Euro-Mediterranean Partnership. This agreement involves cooperation in political, economic and cultural matters. It aims at creating a common area of peace, stability and prosperity. This study discusses the concept of the EU as a 'normative' actor and questions its validity. In doing so, it relies on a neo-realist analysis. Democracy promotion, Euro-Mediterranean trade relations and migration are policy areas which, each for its own reasons, deserve special attention in the framework of the Barcelona process. This paper reviews the reality of Euro-Mediterranean relations and compares them with official EU documentation to demonstrate that the concept of the EU as a benign 'normative' actor suffers from severe shortcomings.

A comprehensive study of the nexus between democratization and security in the Mediterranean, which are seen as essentially complementary yet threatened by political trends witnessed since the September 2001 attacks. This volume investigates the impact of a new brand of transnational terrorism and political violence produced by radical Islamist groups from the Maghreb on the regional security dynamics. It describes the causes of the problems and the strategies devised by European and North African states in order to address it and details the successes and failures of co-operation between states and society on both shores of the Mediterranean. Investigating the grand security strategies that have been devised for the Mediterranean after the Cold War and after 9/11, the contributors focus on the role of police and military apparati in securitizing the new threats that have become prominent after 9/11, and the unintended consequences of these strategies. In addition, the contributors analyze the relationship between Islamist groups, the state and society and highlight some key causes of political violence and radicalism. They outline how a better use of the law, migration, and intercultural dialogue might provide useful alternatives or complements to the mostly securitarian strategies that are currently dominant in the region.

In December 2003 the EU adopted the European Security Strategy, the first ever common strategic vision of the Member States. This volume examines how the Strategy can form the basis of a comprehensive approach that integrates all dimensions of EU external action, from aid and trade to defence, under the same agenda of 'effective multilateralism' or global governance. This agenda can be translated into the core public goods to which every individual on earth is entitled; promoting access to these global public goods can be the essence of a distinctive European approach emphasizing long-term stabilization and conflict prevention. On that basis, the Strategy can be a global agenda for positive power - global because of its worldwide scope and comprehensive nature - for an EU with effective power to achieve positive objectives. The post-Cold War period made a new concept of security imperative: it encompasses environmental, social, economical, political and military issues. Migration as a civilizational phenomenon, albeit transitional, goes across this entire spectrum, particularly in a varied historical milieu as the Euro Mediterranean region is. In turn, reforms and changes need to be carried out by South Mediterranean states and societies, in order to eliminate some of the obstacles to modernization, creating conditions for economic development at home with the help of North Mediterranean countries. Another package of reforms in European countries should empower migrants to adopt a more active citizenship and become more integrated in the societies where they choose to live. For Khachani, one of the editors of the book, a demystification of the question of migratory risk is in order to foster an improved dialogue between south Europe countries and North Africa countries. Sending countries are affected by political crises, socio-economic instability, and illegal migration from North Africa; receiving countries practice discrimination in labour market and social space.
