The European Union and the Middle East presents a concise but thorough historical analysis of the relationship between the European Union and its predecessors and the Middle East, from the early 1950s to the present day. The authors provide a survey of the evolution of the foreign policy mechanisms of the EU and an outline of the relevant aspects of modern Middle East history. They examine the relationship betwen the two regions from 1950 to the end of the Cold War, with special emphasis on the period following the 1973/4 oil crisis. They go on to look at the post-Cold War era discussing the conflict with Iraq and examining the EU's continuing involvement in the Middle East peace process.

Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion, and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe–Middle East relations, while engaging with broader debates on power and interdependence, order, and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

This book examines the evolution of European-American relations with the Middle East since 1945. Placing the current transatlantic debates on the Middle East into a broader context, this work analyses how, why, and to what extent European and US roles, interests, threat perceptions, and policy attitudes in the region have changed, relating to both the region as a whole and the two main issues analysed: Gulf Security and the Arab-Israeli Conflict. The contributors then go on to discuss the implications of these developments for Western policymaking. The volume makes four key contributions. First, it examines the subject matter from a truly transatlantic perspective, with all chapters adopting a bi- or multilateral approach, taking into account the views from both the US and individual European countries or the EC/EU collectively. Second, the book takes a long-term view, covering a series of crises and developments over the past six decades. Third, it has a systematic structure, with the predominantly chronological order of the chapters being geared towards depicting trends and evolutions with regard to the key themes of the book. Finally, the book builds bridges between historians and political scientists/analysts, as well as between experts of transatlantic relations and Middle East scholars. A Vanishing West in the Middle East covers the history of Western cooperation in the Middle East and North Africa since the end of the Cold War. Based on more than fifty interviews with diplomats and experts as well as consultations of the academic literature, it describes the operational and political frameworks through which the United States and European countries have intervened in the Arab world, and how their relations with the region have changed. Practitioner testimonies and detailed case studies illuminate U.S. successes and failures in enlisting allies for campaigns in Iraq, Syria, and Libya. This analysis goes to the heart of the American debate on “endless wars” but also questions the very concept of Western intervention in a region where the Arab Spring and subsequent uprisings have profoundly changed the geopolitical landscape. Today, whereas the United States wishes to pull back from the region, Europe understands it must become more involved. Whatever their particular motivations, both must adapt to an increasingly fragmented Middle East, influenced specifically by more assertive Chinese, Russian, Iranian, Emirati, and Turkish foreign policies.

It investigates how far the EU changed its policies towards the Middle East and North Africa (MENA) region in the aftermath of the Arab spring, and what impact European policies had in either helping or hindering democratization reforms during this period. It also explores what impact the Arab spring had on European security and economic interests. Analytically the book unpacks the factors that best explain EU policy choices in the Middle East since 2010. It highlights how the responses to the Arab spring have changed the governance dynamics of the EU-Middle East relationship.
