This book investigates how Europe should position itself in an era of growing Chinese-American rivalry. The volume explores the contemporary relationship and ongoing dynamics between three of the most powerful players in today’s international relations - the USA, China and Europe. It claims that the intensifying antagonism between Washington and Beijing requires a paradigm shift in European strategic thinking, and takes a trilateral perspective in analysing key issue areas, such as trade, technology, investment, climate change, the BRI, sub-national contacts, maritime security and nuclear non-proliferation. Using this analysis, the work seeks to offer original policy recommendations that respond to a number of dilemmas Europe can no longer avoid, including the trade-off between European interests and values in a harsher global environment, the question of whether Europe should align with one of the two superpowers, Europe’s military dependence on a US pivoting to the Asia-Pacific, and possible trade-offs between global and regional governance efforts. The key finding is that Europe must follow a much more pragmatic and independent approach to its foreign and security affairs. This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change. Each area is investigated by one American and one Chinese scholar, respectively, presenting the different views held on Europe’s behavior and positioning in the US and China. Over the last two decades, China has emerged as one of the most powerful state actors in the post-Cold War international system. This book provides a multifaceted and spatially oriented analysis of how China’s re-emergence as a global power impacts the dominance of the United States as well as domestic state and non-state actors in various world-regions, including the Asia-Pacific, Africa, South America and the Caribbean, the Middle East, Europe and the Arctic. Chapters reflect on how and under which conditions competition (and cooperation) between the United States and China vary across these regions and what such variations mean for the prospects of war and peace, universal human dignity and global cooperation.

This book explores the foreign and security policies of Germany, France and the UK vis-à-vis China. Despite the progress made by the Lisbon Treaty and notwithstanding the first EU Global Strategy, the European Union does not have a strategy to address the rise of China. Since this strategic deficit does not automatically reflect the level of EU member states, this book argues that the vacuum at EU level provides member states with an opportunity to fill this gap. By assuming that an increase in national policies on China would eventually lead to a comprehensive European strategy for China, the author focuses on the three biggest European countries and looks at the rise of China to understand the development of the EU's Common Foreign and Security Policy vis-à-vis the PRC. While the CFSP depends on the contribution of EU member states, their role in shaping the CFSP towards China has not been researched yet, and this book fills the gap.

This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum. This book analyses the European Union’s (EU) approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts the EU’s role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding – that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policymaking processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU’s role as an international peacebuilding actor.
