Europe has suffered a decade of crises, with sovereign-debt troubles leading to austerity policies that exacerbated divisions inside member states and between them. Thereafter the Union was confronted with the challenges posed by a revanchist Russia in Ukraine and by a surge in migration from the Middle East and other conflict zones. The June 2016 UK vote to leave the Union threatened further damage to an institution that acknowledges it has failed to punch its weight in the spheres of foreign, defence and security policy. While that is a chronic shortcoming, its impact is becoming more acute as economic power moves East and Europe can no longer count on the steadfast support and leadership of the United States. The costs of Europe’s failure to achieve strategic coherence and effect are steadily rising. This Adelphi book addresses the consequences of Europe’s multiple crises for its standing as a strategic actor, acknowledging its unique character and capabilities. It argues that strategic thought and action is belatedly being informed by the deteriorating security environment, and that nascent initiatives have the potential to effect a step-change. There are grounds for cautious optimism, visible in the success of stabilisation and counter-piracy operations as well as coordinated diplomatic activity. Also, the continent’s leading powers are becoming more pragmatic about how cooperation is organised within and beyond the Union. These developments offer the possibility that Europe might meet its aspirations to be a strategic actor of consequence, despite a long-track record of disappointment and the still-considerable obstacles that lie in its path.

This edited collection is a timely and in-depth analysis of the EU’s efforts to bring coherency and strategy to its security policy actions. Despite a special European Council summit in December 2013 on defence, it is generally acknowledged that fifteen years since its inception the EU’s Common Security and Defence Policy (CSDP) has yet to acquire a clear sense of purpose. This book investigates those areas where the EU has established actorness in the security and defence field and asks whether they might constitute the elements of an emergent more coherent EU strategy on security. Taking a critical view, the contributors map the EU’s strategic vision(s) across particular key regions where the EU has been active as a security actor, the strategic challenges that it has pinpointed alongside the opportunities and barriers posed by a multiplicity of actors, interests and priorities identified by both member states and EU actors. By doing this we demonstrate where gaps in strategic thinking lie, where the EU has been unable to achieve its aims, and offer recommendations concerning the EU’s future strategic direction. This book explores the images and perceptions of the EU in the eyes of their Strategic Partners. Spanning four continents, these ten important global actors – the BRICS together with the USA, Canada, Japan, South Korea and Mexico – are of profound significance to the EU in economics, politics, security and global governance. In 2015, the volume’s editors and contributors were commissioned by the European External Action Service to research these countries’ perceptions towards the EU. The research highlights how in changing multilateral settings, images and perceptions significantly influence the behaviour and foreign policy choices of actors. The findings presented in this book helped to inform the content and focus of the 2016 EU Global Strategy, and will be of interest to scholars, students and practitioners of EU foreign policy, European integration and public diplomacy.

Ten years have elapsed since the fall of the Berlin Wall, which served as a fitting symbol for the end of the Cold War. That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

The Atlantic Council and the Royal United Services Institute (RUSI) have produced this joint publication to begin a more expansive conversation on the eurozone crisis by assessing its geopolitical and strategic impact. While each brief covers its own ground, some common themes emerge. First, Europe will be transformed by the crisis, but exactly what Europe emerges in the future remains unclear. Second, Europe is likely to remain inwardly focused in the coming decades, which will reduce its influence and weight on the world stage. Third, the crisis is weakening the perception of Europe among outside powers, including in the United States. This cannot help but have an impact on the transatlantic relationship, including the health and vitality of NATO.
