The Balkan countries have responded differently to the EU’s conditional offer of membership. This book examines the diverging compliance patterns of the Balkan accession states and asks why some of them have complied substantially, some only partially and others have defied the EU. The book examines the compliance of the Balkan states with the EU accession conditionality, arguing that the variation in the compliance behavior of Balkan governments hinges on three main factors – the legitimacy of the EU conditions as seen domestically in the accession states, the costs of compliance and the EU’s ability and willingness to use its superior power resources to impose compliance when faced with domestic defiance. Placing important events from the most recent political history of the Balkans in a broader historical perspective, the author evaluates the successes and failures of the EU’s state building policies in the Balkans, a geographical area of the highest priority for the EU’s foreign policy and a test case for the EU’s capacity and willingness for foreign policy action. EU foreign and defence policy is largely formulated in the working parties and committees of the Council of the EU and the vast majority of decisions in this field are made by the national diplomats working in the around 35 groups of the CFSP/CSDP. Although the importance of these committees and their participants has been increasingly recognised, we still know relatively little about them. Using an original database of 138 questionnaires and 37 interviews, this book addresses this lack of knowledge, studying what these committees do and how they negotiate and resolve issues. It explores three key areas: the formulation of the national position; the identity of CFSP/CSDP policy-makers; negotiation practices and outputs. In doing so, it provides an innovative observation point from which EU foreign policy can be analysed. This book examines lobbying in EU foreign policy-making and the activities of non-state actors (NSAs), focusing on EU foreign policy on the Israeli-Palestinian conflict. It sheds light on the interactions between the EU and NSAs as well as the ways in which NSAs attempt to shape EU foreign policies. This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. The Western Balkan countries have been both a popular subject matter for diachronic analysis and a 1990s favorite. The significant changes that followed the most recent times of conflict in the region mostly evolve around the process of Europeanization. Despite the plethora of analyses, most approaches to the Western Balkans suffer from theoretical stagnancy, ex parte political practice, and detachment of politics from societal needs. Despite calls for the decolonisation of knowledge, scholars who come from conflict-affected societies remained marginalised, excluded from the examination of the politics and impacts of liberal interventionism. This edited volume gives local scholars a platform from which they critically examine different aspects of liberal interventionism and statebuilding in Kosovo. Drawing on situational epistemologies and grounded approaches, the chapters in this book interrogate a wide range of themes, including: the politics of local resistance; the uneven relationship between international statebuilders and local subjects; faking of local ownership of security sector reform and the rule of law; heuristic and practical limits of interventionism, as well as the subjugated voices in statebuilding process, such as minorities and women. The book finds that the local is not antidote to the liberal, and that local perspectives are not monolithic. Yet, local critiques of statebuilding do not seek to generate replicable knowledge; rather they prefer generating situational and context-specific knowledge be that to resolve problems or uncover the unresolved problems. The book seeks to contribute to critical peace and conflict studies by (re)turning the local turn to local scholars who come from conflict-affected societies and who have themselves experienced the transition from war to peace. The book analyzes the topic of judicial reforms in four countries of South-East Europe, focusing on two specific factors that have influenced the reforms in the past two decades: the role played by the European Union in light of the east Enlargement process and the legacies of the communist regimes. Specifically, the aim is to account for similarities and differences in the reform paths of Slovenia, Romania, Croatia, and Serbia. In each country, in fact, the influence of the EU policies has been differently mediated by national factors that, broadly conceived, may be considered as expressing the legacies of the past regimes. In some cases, these legacies challenged judicial reforms and inhibited the influence of the EU; in other cases, they were positively overcome by following the route suggested by the EU. Some explanatory factors for these differences will be proposed drawing from democratization studies, Europeanization literature, and comparative judicial systems. The book focuses on countries having different status vis-a` -vis the EU and differently involved, in term of timing, in the EU accession process: some of them are new member states entered in 2004 (Slovenia) or in 2007 (Romania); others were, until recently, acceding countries (Croatia) or candidates to the membership (Serbia). The year 2019 marks 30 years since the fall of the Berlin wall. This symbolic event led to German unification and the collapse of communist party rule in countries of the Soviet-led Eastern bloc. Since then, the post-communist countries of Central, Eastern and South-eastern Europe have tied their post-communist transition to deep integration into the West, including EU accession. Most of the states in Central and Eastern Europe have been able to relatively successfully transform their previous communist political and economic systems. In contrast, the non-Baltic post-Soviet states have generally been less successful in doing so. This book, with an internationally respected list of contributors, seeks to address and compare those diverse developments in communist and post-communist countries and their relationship with the West from various angles. The book has three parts. The first part addresses the progress of post-communist transition in comparative terms, including regional focus on Eastern and South Eastern Europe, CIS and Central Asia. The second focuses on Russia and its foreign relationship, and internal politics. The third explores in detail economies and societies in Central Asia. The final part of the book draws some historical comparisons of recent issues in post-communism with the past experiences.
