As the EU continues its integration process, the concepts of culture and transnational European belonging remain ambivalent, whether in the realm of socio-historical representation or mass politics. Engaging with recent scholarly debates surrounding the formation of collective transnational identities, this collection draws on the latest empirical case studies to explore the meaning and composition of European identity, the mechanisms that create and shape it and the question of whom it includes. Each author pays close attention to the cultural aspects of identity formation, whether manifested in official, institutional articulations, such as symbols, coinage, ceremonies and discursive manifestations, or in the cultures of the everyday, such as through new forms of communication networks, consumption or leisure. As a consequence of various rounds of EU enlargements, the degree of cultural diversity in Europe has intensified a phenomenon which is increasingly perceived as problematic by many EU citizens. This fascinating book not only empirically explores the current state of the identity and the legitimacy of the EU as viewed by its citizens, but also evaluates their attitudes towards it. The expert contributors show that the development of a European identity and a common European culture is a prerequisite for European integration; that European identity and a common political culture will not develop rapidly but emerge slowly, and that the beginnings of a European identity and a common European culture are currently emerging. The further evolution of the European Union is mainly dependent on how its citizens relate to their fellow Europeans speaking a score of languages and belonging to a variety of cultures. This book addresses the question of whether a new sense of collective self-identification, labeled “European identity,” a special form of socio-territorial identities, is emerging. Collective identities are works in progress, they entail a salient strategic—activist and future-oriented—dimension. Divergent strategic goals of the constituent groups induce a perpetual contestation and negotiation of the group identity, a process that in the case of the EU is intensified by the continuously changing boundaries and institutional structure of the super-polity. To confront these challenges, this book has a double focus. The first part weighs in on the feasibility of a European identity in light of what the two main paradigms in the field, primordialism and constructivism, can predict. The second part maps the social forces that are either favorable or inimical to the creation of a common social identity on the continent. Both parts develop hypotheses about the processes we witness, and test them with the available empirical data. Part II distinguishes between passive and active supporters of the integration project, besides the Euroskeptic segment of the public. Provision of public goods by regional integration is believed to explain passive permissiveness, while the main impetus for integration comes from those who may reap above-average benefits from it. This book contends that the groups of active supporters have historically been changing within the Union; namely, the political Left and Right are changing their roles in negotiating future developments. Yet the evolution of the EU is also shaped by the solutions adopted to accommodate ethnic and cultural diversity. The empirical tests involve opinion survey data taken from the Eurobarometer series, World Value and European Social Surveys, and the International Social Survey Programme, expert ratings, as well as party elite documents from the Manifesto Project Database.

This book is concerned with European identities among ethnic minorities who live along the eastern border of the European Union. Based on findings from quantitative and qualitative empirical research conducted with minority groups in eight nation-states on both sides of the new eastern border of the EU, it investigates their attitudes and perceptions of the EU based on their constructions of European identity. Adopting a comparative approach, the author explores different processes of identity construction across several age and ethnic minority groups, to develop a theory of European identities in which ethnic identities can be seen as a missing link in explaining relationships between different national, regional and supranational identities. With new insights regarding the political, cultural and instrumental contents of European identity and its emergence, this volume will appeal to scholars of sociology and politics with interests in ethnic identity, European integration and identity research.

This book on European Identity aims to «promote reflection on the mutual relationship between educational processes and European construction». It attempts to get down to what this means at the everyday level, the notion of European Identity for all citizens, specially in the educational field, and identify elements for the promotion and anchorage of this concept. Peaceful, prosperous, democratic and respectful of people’s rights, building Europe is an ongoing challenge. For many years it seemed that Europeans lived on a continent of shared values and a common destiny. No one paid attention to the alarm bells warning of growing divisions across the continent, which have become more insistent since the economic and social crisis. Europe and its values, previously taken for granted, are now being contested. These clouds are casting a shadow across Europe’s future, and old demons, long dormant, have started to raise their voices again. With a deepening values divide there is an urgent need for public debate and a reconsideration of how Europeans can strengthen the European project. Is a “Europe united in diversity” still feasible? Can a consensus be forged on a set of values pertaining to a common European identity? What should be done to preserve European unity? The Council of Europe, with its membership covering Europe from Vladivostok to Lisbon and from Reykjavik to Ankara, and its mission to promote democracy, human rights and the rule of law, provides an excellent framework for discussing the current state of thinking and dynamics behind the concept of European identity. For these reasons, the Council of Europe, together with the École nationale d’administration in Strasbourg, held a series of European Identity Debates featuring eminent personalities from a variety of backgrounds including politics, civil society, academia and the humanities. This book combines media studies and linguistics with theories of national and supranational identity to offer an interdisciplinary approach to the study of European identity/ies and news discourses. Taking representations of ‘Islamist terrorism’ and Turkey’s accession to the European Union as case studies, it analyses the discursive construction of supranational European identity through the discursive distinction of ‘Us’ and ‘Them’. Moreover, it compares the media’s representations of the ‘Other’ in different socio-political moments in Europe- from times of European integration (2004-5) to the European dystopia (2015-16) through the discourse analysis of specific Greek, British and French newspapers. This timely work synthesizes classic argumentative approaches and Gramscian thought in the study of media discourses by focusing on the Aristotelian concept of topos and introducing the concept of ‘hegemonic knowledge’. This pioneering work will appeal to scholars across the fields of linguistics, social anthropology, European politics, and media studies.

European identity is as much a problem as an opportunity. Although it is impossible to provide an all-encompassing definition of what it means to be European, historicising and contextualising this problem may well lead to the clarification and even creation of a European identity. This is the contention of this volume, which approaches this complex notion from an inter- and transdisciplinary perspective, examining facets ranging from the citizen to cultural politics, from literature to traditional and digital media, from the US to China. As complex as this idea is, this volume will extend the reader’s understanding of the timely and promising problematisation of what may be termed “European identity.”
