There is a clear need for a systematic, integrative, and rigorous normative theory of the information society. In this book, Duff offers a prescriptive theory to help to guide the academic and policy communities as they debate the future shape of emerging post-industrial, information-based societies. He argues that information policy needs to become anchored in a left-liberal philosophy which foregrounds a feasible permutation of the core ideals of freedom, equality and brotherhood. The information society, if it is to be worth having at all, cannot be allowed to be largely the outcome of the free play of market forces and technological determinism. The social structure, including the information economy, must be subjected to a regulatory axiological system as explicated by some leading proponents of social democracy. The growth of education systems and the construction of the state have always been connected. The processes of governing education systems always utilized data through a range of administrative records, pupil testing, efficiency surveys and international projects. By the late twentieth century, quantitative data had gained enormous influence in education systems through the work of the OECD, the European Commission and national system agencies. The creation and flow of data has become a powerful governing tool in education. Comparison between pupils, costs, regions and states has grown ever more important. The visualization of this data, and its range of techniques, has changed over time, especially in its movement from an expert to a public act. Data began to be explained to a widening audience to shape its behaviours and its institutions. The use of data in education systems and the procedures by which the data are constructed has not been a major part of the study of education, nor of the histories of education systems. This volume of contributions, drawn from different times and spaces in education, will be a useful contribution to comparative historical studies.

The relationship between information and power is a relevant subject for all times. Today’s perceived ‘information revolution’ has caused information to become a separate object of study during the last two decades for several disciplines. As the contemporary perspective is dominant, information history as a discipline of its own has not yet crystallized. This book explores the conceptualization of time in early twentieth-century literature and thought, based on a transnational and translational model of literary history, focusing on Turkish, French and German literary traditions. Each from different cultural backgrounds, these modernists provide a radical critique of modern time regimes, which calibrate time in singular temporal narratives. The book traces the philosophical strand of this critical chronometry from Henri Bergson’s theory of time, through Walter Benjamin’s ambivalence towards decay of tradition, and finally to A.H. Tanpınar and Robert Walser’s modernist fiction. Negotiating regionally marked concepts and topoi of temporality, it discusses networks of cultural circulations and maps a revised intersection of Turkish and Western European literary histories. The story of modernist architects in East Central Europe The first half of the twentieth century witnessed the rise of modernist architects. Brokers of Modernity reveals how East Central Europe turned into one of the pre-eminent testing grounds of the new belief system of modernism. By combining the internationalism of the CIAM organization and the modernising aspirations of the new states built after 1918, the reach of modernist architects extended far beyond their established fields. Yet, these architects paid a price when Europe’s age of extremes intensified. Mainly drawing on Polish, but also wider Central and Eastern European cases, this book delivers a pioneering study of the dynamics of modernist architects as a group, including how they became qualified, how they organized, communicated and attempted to live the modernist lifestyle themselves. The dream of capturing and organizing knowledge is as old as history. From the archives of ancient Sumeria and the Library of Alexandria to the Library of Congress and Wikipedia, humanity has wrestled with the problem of harnessing its intellectual output. The timeless quest for wisdom has been as much about information storage and retrieval as creative genius. In Cataloging the World, Alex Wright introduces us to a figure who stands out in the long line of thinkers and idealists who devoted themselves to the task. Beginning in the late nineteenth century, Paul Otlet, a librarian by training, worked at expanding the potential of the catalog card, the world's first information chip. From there followed universal libraries and museums, connecting his native Belgium to the world by means of a vast intellectual enterprise that attempted to organize and code everything ever published. Forty years before the first personal computer and fifty years before the first browser, Otlet envisioned a network of "electric telescopes" that would allow people everywhere to search through books, newspapers, photographs, and recordings, all linked together in what he termed, in 1934, a réseau mondial--essentially, a worldwide web. Otlet's life achievement was the construction of the Mundaneum--a mechanical collective brain that would house and disseminate everything ever committed to paper. Filled with analog machines such as telegraphs and sorters, the Mundaneum--what some have called a "Steampunk version of hypertext"--was the embodiment of Otlet's ambitions. It was also short-lived. By the time the Nazis, who were pilfering libraries across Europe to collect information they thought useful, carted away Otlet's collection in 1940, the dream had ended. Broken, Otlet died in 1944. Wright's engaging intellectual history gives Otlet his due, restoring him to his proper place in the long continuum of visionaries and pioneers who have struggled to classify knowledge, from H.G. Wells and Melvil Dewey to Vannevar Bush, Ted Nelson, Tim Berners-Lee, and Steve Jobs. Wright shows that in the years since Otlet's death the world has witnessed the emergence of a global network that has proved him right about the possibilities--and the perils--of networked information, and his legacy persists in our digital world today, captured for all time.
