Expanding on the results of the EU project LINEE (Languages in a Network of European Excellence), this book pursues a multi-focal approach which elaborates on European Multilingualism as an ongoing process of shaping policy and generating scientific knowledge.

Today’s growing mobility in European urban regions results in a more widespread language diversity, which is increasingly challenging current language policies. Against this background, this volume deals with the interface between language policy, language planning and actual practices. The impact that prevailing language policies have on language practices is observed in a series of urban settings, leading to a reflection on the changes that need to be brought about to promote social inclusion and valorise linguistic diversity in a context of globalisation-affected and migration-related multilingualism. The topics of discussion draw on different theoretical perspectives and span the research fields of linguistics, education, (family) language policy and planning, language acquisition and sociology.

Multilingualism is a crucial if often unrecognized marker of new European identities. In this collection of essays, we observe how a plurilinguist and pluricultural political entity practices and theorizes multilingualism. We ask which types of multilingualism are defined, encouraged or discouraged at the level of official policies, but also at the level of communities. We look at speakers of hegemonic or minority languages, at travellers and long-term migrants or their children, and analyse how their conversations are represented in official documents, visual art, cinema, literature and popular culture. The volume is divided into two parts that focus respectively on “Multilingual Europe” and “Multilingual Europeans.” The first series of chapters explore the extent to which multilingualism is treated as both a challenge and an asset by the European Union, examine which factors contribute to the proliferation of languages: globalisation, the enlargement of the European Union and EU language policies. The second part of the volume concentrates on the ways in which cultural productions represent the linguistic practices of Europeans in a way that emphasizes the impossibility to separate language from culture, nationality, but also class, ethnicity or gender. The chapters suggest that each form of plurilingualism needs to be carefully analysed rather than celebrated or condemned.

This collection offers a cross-disciplinary exploration of the ways in which multilingual practices were embedded in early modern European literary culture, opening up a dynamic dialogue between contemporary multilingual practices and scholarly work on early modern history and literature. The nine chapters draw on translation studies, literary history, transnational literatures, and contemporary sociolinguistic research to explore how multilingual practices manifested themselves across different social, cultural and institutional spaces. The exploration of a diverse range of contexts allows for the opportunity to engage with questions around how individual practices shape national and transnational language practices and literatures, the impact of multilingual practices on identity formation, and their implications for creative innovations in bilingual and multilingual texts. Taken as a whole, the collection paves the way for future conversations on what early modern literary studies and present-day multilingualism research might learn from one another and the extent to which historical texts might supply precedents for contemporary multilingual practices. This book will be of particular interest to students and scholars in sociolinguistics, early modern studies in history and literature, and comparative literature.

Multilingual encounters have been commonplace in many types of institutions, and have become an essential part of supranational institutions such as the EU since their inception. This volume explores and discusses different ways of researching the discursive dimension of these encounters, and critically examines their relevance to policy, politics and society as a whole. This includes institutions at the local, regional and supranational level. Multilingualism in institutions is currently often seen as an obstacle rather than an opportunity, at least with respect to European public and private spheres. The volume asks: - exactly how is multilingualism conceptualized and talked about in different institutions? - how do different institutions 'deal' with multilingualism, both internally and externally? - what are the policy making rules and challenges for the future for various institutions with respect to multilingualism?

This book, which emerges in the context of the European research network LINEE (Languages in a Network of European Excellence), is concerned with European multilingualism both as a political concept and as a social reality. It features cutting-edge studies by linguists and anthropologists who perceive multilingualism as a discursive phenomenon which can be revealed and analyzed through empirical fieldwork. The book presents a fresh perspective of European multilingualism as it takes the reader through key themes of social consciousness – identity, policy, education, economy – and relevant societal levels of organization (European, national, regional). With its distinct focus on post-national society caught in unifying as well as diversifying socio-political currents, the volume problematizes emerging contradictions inherent in the idea of a Europe beyond the nation state –between speech minorities and majorities, economic realities, or socio-political ideologies.

As European lawyers dealing with cross-border issues quickly learn, the terms contract, contrat, and contratto signify three very different legal concepts. This illustration highlights the importance of studying the relationships between language and law, particularly in the context of strong pressure from the European Community to harmonise the laws of the Member States a process which appears difficult, if not impossible, unless there is an understanding of the profound differences which exist between the various legal systems, and the development of a common European legal language from the 21 official languages now a feature of the European Union. This admirable collection of essays brings together the work of practitioners and scholars in three fields pertinent to this endeavour: representatives of Community institutions who are involved in drafting, translating, and interpreting multilingual texts; jurists and comparative lawyers from both civil law and common law systems; and researchers in linguistics and language issues. Among the many relevant matters they discuss are the following: terminologies of rights and remedies; the role of the European Court of Justice as interpreter; multilingualism in parliamentary practice; the role of the European Commissions legal revisers; and translation at the European Court of Justice. The essays were originally presented as papers at a conference held in Como in April 2005, organised by the Faculty of Law of the University of Insubria together with the Centro Interuniversitario di Ricerca in Diritto Comparato (Interuniversity Centre for Research in Comparative Law) set up by the Universities of Milan, Bologna and Insubria. This event took place in the context of a research project co-financed by the University of Insubria and the Italian Ministry of Education, University and Research. The particular objective of the conference was to make a comparison between the day-to-day working requirements within the Community institutions, each with its own particular needs, and the longer-term analysis which the academic world could bring to bear on the problems of the translatability of legal terms. As the first in-depth appraisal of this crucial matter, this book cannot fail to find interested readers among all the branches of European law, practitioners and scholars, local and international. It is sure to be a highly valuable resource for many years to come.

Central Europe has always been a highly multilingual region but how has this been affected by the social and political transformations of the last 20 years? The German language in particular has long played a key role in processes of identification here: but what role is the relationship between German and other languages playing today in the reshaping of societies and communities in this rapidly changing region? How is this relationship articulated in discourses on language and language ideologies? How is it manifested in individual repertoires and social practices? How is it determined by social and cultural policies? How is it exploited in the construction of European identities? These are just some of the questions addressed in this book, in which individual studies explore language practices in the multilingual contact zones of central Europe and the impact of both past and present migrations. Analysing a wide range of sources from media texts to language biographies and from business meetings to salsa classes, the authors demonstrate the local effects of global processes and some of the many ways in which language figures in contemporary social change.

Open publicationThe Languages and Linguistics of Europe: A Comprehensive Guide is part of the multi-volume reference work on the languages and linguistics of the continents of the world. The book supplies profiles of the language families of Europe, including the sign languages. It also discusses the areal typology, paying attention to the Standard Average European, Balkan, Baltic and Mediterranean convergence areas. Separate chapters deal with the old and new minority languages and with non-standard varieties. A major focus is language politics and policies, including discussions of the special status of English, the relation between language and the church, language and the school, and standardization. The history of European linguistics is another focus as is the history of multilingual European 'empires' and their dissolution. The volume is especially geared towards a graduate and advanced undergraduate readership. It has been designed such that it can be used, as a whole or in parts, as a textbook, the first of its kind, for graduate programmes with a focus on the linguistic (and linguistics) landscape of Europe.

This volume complements earlier work on English as a lingua franca (ELF) by providing an in-depth study of the phenomenon from a decidedly European perspective. Distancing itself from more traditional approaches to the study of English in Europe (linguistic imperialism and “Euro-English”), the study is theoretically grounded in more recent approaches, namely the ELF paradigm and the postmodernist conceptualisation of “English”. Methodologically speaking, the study analyses language use in Eurovision Song Contest press conferences as a community of practice of European salience. The ethnographically based analyses focus on various linguistic levels, thereby producing a comprehensive picture of European ELF as a discursive formation. Various qualitative and quantitative methods are used to shed light on the following aspects: code-choice practices in ELF talk, participants’ metalinguistic comments on the use of ELF, complimenting behaviour via ELF and relativisation patterns. On the basis of this data, the concluding section advances discussions revolving around the conceptualisation of ELF in general, the connection between ELF and Europeanness, and implications for European language policies.
