The emergence of the Balkan national states in the nineteenth and twentieth centuries has long been viewed through an Orientalist lens, and their birth and evolution traditionally seen by scholars as the effect of the Ottoman Empire's decline. As a result, the role played by the great European revolutions, wars and intellectual developments is often neglected. Rejecting these traditional Orientalist narratives, this work examines Balkan nationalist movements within their broader European historical contexts. Drawing on a range of unused archival research and ranging from the Napoleonic era to the Bolshevik Revolution, contributors variously consider the complex roles played by Europe's internal geo-political ruptures in forming the Balkan states, and demonstrate how the Balkan intelligentsia drew inspiration from, and interacted with, contemporary European thought. Shedding light onto the strong intellectual, political and military interconnections between the regions, this is essential reading for all those studying Balkan and European history, as well as anyone interested in the question of national identity. In terms of resource mobilization and devastation the wars between Russia, the Crimean Khanate and the Ottoman Empire were some of the largest of the 18th century, and had enormous consequences for the balance of power in Eastern Europe. Brian Davies examines how these conflicts characterized the course of Russian military development in response to Ottoman and Crimean Tatar threats and to determine under what circumstances and in what ways Russian military power experienced a "revolution" awarding it clear preponderance over the Ottoman-Crimean system. A central part of Davies' argument is that identifying and explaining a Military Revolution must involve examining the role of factors not purely military. One must look not only at new military technology, new force and command structure, new tactical thinking, and new recruitment and military finance practices but also consider the impact of larger demographic, economic, and sociopolitical changes.

This text provides an introduction to the history and institutions of the Ottoman Empire and presents a claim for its inclusion in Europe, as opposed to being apart from it due to its many cultural differences.

In his book on constitutional revolutions in the Ottoman Empire and Iran in the early twentieth century, Nader Sohrabi considers the global diffusion of institutions and ideas, their regional and local reworking and the long-term consequences of adaptations. He delves into historic reasons for greater resilience of democratic institutions in Turkey as compared to Iran. Arguing that revolutions are time-bound phenomena whose forms follow global models in vogue at particular historical junctures, he challenges the ahistoric and purely local understanding of them. Furthermore, he argues that macro-structural preconditions alone cannot explain the occurrence of revolutions, but global waves, contingent events and the intervention of agency work together to bring them about in competition with other possible outcomes. To establish these points, the book draws on a wide array of archival and primary sources that afford a minute look at revolutions' unfolding.

How states cooperate in the absence of a sovereign power is a perennial question in international relations. With Power in Concert, Jennifer Mitzen argues that global governance is more than just the cooperation of states under anarchy: it is the formation and maintenance of collective intentions, or joint commitments among states to address problems together. The key mechanism through which these intentions are sustained is face-to-face diplomacy, which keeps states’ obligations to one another salient and helps them solve problems on a day-to-day basis. Mitzen argues that the origins of this practice lie in the Concert of Europe, an informal agreement among five European states in the wake of the Napoleonic wars to reduce the possibility of recurrence, which first institutionalized the practice of jointly managing the balance of power. Through the Concert’s many successes, she shows that the words and actions of state leaders in public forums contributed to collective self-restraint and a commitment to problem solving—and at a time when communication was considerably more difficult than it is today. Despite the Concert’s eventual breakdown, the practice it introduced—of face to face diplomacy as a mode of joint problem solving—survived and is the basis of global governance today.

Encompassing the period from the Neolithic era to the troubled present, this book studies the peoples, societies and cultures of the area situated between the Adriatic Sea in the west and the Black Sea in the east, between the Alpine region and Danube basin in the north and the Aegean Sea in the south. This is not a conventional history of the Balkans. Drawing upon archaeology, anthropology, economics, psychology and linguistics as well as history, the author has attempted a "total history" that integrates as many as possible of the avenues and categories of the Balkan experience.

The effects of the French Revolution reached far beyond the confines of France itself. The Ottoman Empire, ancient ally and major trading partner of France, was not immune from the repercussions of the 'Age of Revolutions', especially since it was home to permanent French communities with a certain legal autonomy. French Revolutionaries in the Ottoman Empire examines, for the first time, the political and cultural impact of the French Revolution on Franco-Ottoman relations, as well as on the French communities of the Ottoman Empire. The modern interpretation of revolutionary ideological expansionism is strongly influenced by the famous propaganda decree of 19 November 1792 which promised 'fraternity and help to all peoples who wish to recover their liberty', as well as the well-studied efforts to export the Revolution into the territories conquered by the revolutionary armies and to the various Sister Republics. Against all expectations, however, French revolutionaries in the Ottoman Empire exhibited neither a 'crusading mentality' nor a heightened readiness to use force in order to achieve ideological goals. Instead, as this volume shows, in matters of diplomacy as well as in the administration of French expatriate communities, revolutionary policies were applied in an extremely circumspect fashion. The focus on the effects of the French regime change outside of France offers valuable new insights into the revolutionary process itself, which will revise common assumptions about French revolutionary diplomacy. In addition, Pascal Firges takes a close look at the establishment of the new political culture of the French Revolution within the transcultural context of the French expatriate communities of the Ottoman Empire, which serves as a thought-provoking point of comparison for the emergence and development of French revolutionary political culture.
