Half of the Moldovan population lives in rural areas. However, the rural employment rate is only 39 percent. Income from agricultural activities is low compared to other sectors of the economy. This evaluation seeks to contribute to organization-wide learning by drawing lessons and making recommendations that will be useful for FAO’s future engagement in Moldova. FAO provided highly specialized technical expertise to formulate strategies, policies and frameworks, and offer innovative approaches and solutions. Likewise, the evaluation found evidence of results leading to livelihood improvements, empowerment, and adoption of more sustainable practices and technologies. Nevertheless, FAO should further strive to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind. In doing so, FAO should use the knowledge generated to refine programmes in consultation with key partners towards effective and sustainable results.

This report aims to highlight the current strengths of the institutional disaster risk reduction (DRR) system for agriculture in the Republic of Moldova as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers. It concludes by providing recommendations for capacity building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in the Republic of Moldova.

National gender profile of agriculture and rural livelihoods: the Republic of Moldova reflects FAO’s commitment to promoting gender equality, while integrating a gender perspective into its operations. The report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in the Republic of Moldova. A picture of significant gender gaps in terms of the rural population’s access to educational and employment opportunities and social services is presented. In the area of agricultural production, women have much more limited access to and control over vital resources, including land, extension and advisory services and irrigation. The assessment includes recommendations on enhancing agriculture and developing rural communities with a gender-sensitive perspective, taking into consideration gender roles and differences between women and men in access to productive resources, inputs and information.

This regional publication provides an overview of the development of organic agriculture in eighteen (18) countries in the following ECA sub-regions: Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan); Eastern Europe (Belarus, Republic of Moldova, the Russian Federation and Ukraine); South Caucasus (Armenia, Azerbaijan and Georgia); and South Eastern Europe (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Turkey). The report includes an in-depth analysis of how these countries have achieved the current state of organic agriculture regarding legislative and policy frameworks, governance systems, production, key actors, marketing, opportunities and challenges, and future strategies. The presence of transparent and reliable information enables credibility, informed decision-making and policy-making, and investment in the development of the organic agriculture sector.

This volume represents the result of almost two decades of trans-Atlantic collaborative development of a policy research paradigm, the International Comparative Rural Policy Studies program. Over this period dozens of scientists from different disciplines but with a common interest in rural issues and policy have collaboratively studied the policies in North America, Europe, and other parts of the world. A core element of the book is the idea and practice of comparative research and analysis – what can be learned from comparisons, how and why policies vary in different contexts, and what lessons might or might not be “transferable” across borders. It provides skills for the use of comparative methods as important tools to analyze the functioning of strategies and specific policy interventions in different contexts and a holistic approach for the management of resources in rural regions. It promotes innovation as a tool to valorize endogenous resources and empower local communities and offers case studies of rural policy in specific contexts. The book largely adopts a territorial approach to rural policy. This means the book is more interested in rural regions, their people and economies, and in the policies that affect them, than in rural sectors, and sectoral policies per se. The audience of the book is by definition international and includes students attending courses in agricultural and rural policy, rural and regional studies, and natural resource management; lecturers seeking course material and case studies to present to their students in any of the courses listed above; professionals working in the field of rural policy; policy-makers and civil servants at different levels seeking tools to better understand rural policy both at the local and global scale and to better recognize and comprehend how to transfer best practices.

This report builds upon FAO’s work promoting gender mainstreaming in extension and advisory services, cataloguing challenges and suggesting strategies for increasing the gender responsiveness of rural advisory services globally. [Author] The purpose of this review is to apply FAO’s accumulated knowledge about gender equality in the context of rural advisory services to assess the situation in the Europe and Central Asia region. This book is a pivotal publication that addresses the contemporary challenges of globalization and elaborate policy responses to environmental pollution, climate change, economic disruptions, poverty, hunger, and other threats to sustainable economic development. Many parts of the world, territories, and societies are now changing at an unprecedented pace in ways that fundamentally affect the markets, people, the environment, and biodiversity. Such changes are primarily driven by rapid social and economic developments, economic disparities between countries, the internationalization of production and value chains, and industrialization. Increasingly frequently, business interests are interfering with sustainable development goals. The issue is how to converge the economic benefits with the urgent need for establishing resilient production chains, social networks, sustainably-operating markets, and environmental protection. This publication highlights the need for the balanced economic development and comprehensive coverage of many sustainability–business areas. Economic, production, financial, and social factors of sustainability are discussed by over 90 contributors representing 40 universities and research institutions from seven countries. Their findings are translated into workable approaches and policies for the benefit of the global economy, people, and the environment.

The current COVID-19 pandemic has expanded lay people’s vocabulary; PCR-testing is no longer mentioned only by virologists, nor are the terms basic reproduction ratio and herd-immunity limited to epidemiologists. This expansion of vocabulary that was previously only used in specialist settings already demonstrates global, societal impact. We have learnt that it is insufficient simply to act on disease emergence and spread. More focus is needed on prevention and surveillance of the precursors of emerging infectious disease, as well as early detection. To succeed in this, it is a necessity to collaborate across sectors – academics, governments, industry and the public – in a transdisciplinary way.

This book assesses the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), examining both implementation and compliance. Humans are causing a biodiversity crisis, where 1 million species are facing extinction. Species are dying, in no small part, because they are overexploited, poached and trafficked and CITES is the main international instrument designed to protect traded wildlife. Does the state of the world’s species mean CITES is failing? This book explores the implementation of and compliance with CITES by all 183 member countries. It is imperative we know the nature and extent of the implementation of and compliance with CITES legislation in all parties to fully understand the impact of legal and illegal trade on species survival. Through extensive legislative content analysis, a Delphi iterative survey, and semi-structured interviews, this is the first book to share empirical research about CITES implementation and compliance. This book contains a comprehensive analysis of the state of CITES, what is done well, what could be done better, and what the future might bring to try to curtail the slide of the world’s wildlife into extinction.
