The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. The papers in this issue ask how energy is understood as an everyday resource, as a necessity and a source of opportunity, a challenge or even as an indicator of exclusionary practices. We enquire into the role and views of energy sector workers, rural consumers and urban communities, and their experiences of energy companies’ and national policies. We further examine the legacy of Soviet and more recent domestic energy policies, the environmental impact of energy use as well as the political impact of citizens’ energy grievances. This book addresses how to mitigate regional tensions and enhance cooperative opportunities through well-designed regional institutions and organizations among countries in geographical proximity. We use the case of Central Asia (i.e., Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) to employ our conceptual framework of ‘externally guided regionalism.’ The following questions guide the study: How and by what forces has Central Asian regionalism evolved, and what are the main characteristics and political implications of the continuously evolving regional institutions? We discuss not only the extra-regional influential actors (i.e., Russia, the United States, the European Union, and China), but also intra-regional initiatives, strategies, and struggles in securing stability and sovereignty. Extra-regional actors’ growing competition over molding their own kind of multilateralism involving this region has contributed to the current direction of Central Asia’s regionalization. Concurrently, Central Asia’s political conditions and constraints interactively contribute to ever-increasing institutional sprawl.

Corruption is a serious concern, one which can undermine state legitimacy, exacerbate inequality, and affect trust between social groups. Such effects are particularly problematic in societies that have gone through violent conflict, and are struggling to rebuild institutions, restore social trust, and recover economically. While anti-corruption measures are increasingly integrated into post-conflict programs, war-time structures and practices of corruption often prevail. This book explores corruption in post-war societies by focusing on the important issues of power, inequality and trust. To understand post-war power structures, and the extent to which they engrain, challenge, or transform corrupt practices, we need to study what kind of peace has emerged. The empirical cases in this book offer a variety of post-conflict situations, demonstrating how corruption is played out in, depending on the type and extent of international intervention, and in the case of a victor’s peace, a contested peace, a partial peace etc. The chapters illustrate the experiences and perceptions of people on the ground in post-conflict societies, and by giving much space to local dynamics, the book shifts the focus from external intervention and actors to local contexts, striving for greater understanding of the interplay between corruption, power, inequality, and trust in post-war societies. The outbreak of Ebola virus disease that gripped Liberia, Guinea and Sierra Leone through much of 2014 and 2015 was undoubtedly a health emergency, yet it was also a global political event. This book examines the international politics of the Ebola outbreak in all of its dimensions, critically assessing the global response, examining what the outbreak can tell us about contemporary global health governance, and examining the inequalities and injustices that were laid bare. In doing so, the book shows how some of the concepts, debates and findings from the growing field of global health research in International Relations can help both in furthering understanding of the Ebola crisis and also in improving policy responses to future infectious disease outbreaks. The contributions to this volume eschew the long-held approach of either dismissing human rights as politically compromised or glorifying them as a priori progressive in enabling resistance. Drawing on plural social theoretic and philosophical literatures – and a multiplicity of empirical domains – they illuminate the multi-layered and intricate relationship of human rights and power. They highlight human rights’ incitement of new subjects and modes of political action, marked by an often unnoticed duality and indeterminacy. This book examines the extent to which a space has opened up in recent years for the so-called "rising powers" of the global South to offer an alternative to contemporary global economic and political governance through emergent forms of South-South cooperation. In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. What kind of theoretical approaches and conceptual tools do we need to best answer such questions? To what extent do new groupings such as BRICS suggest a real alternative to the dominance of the West and of the neoliberal economic globalization paradigm? More than a hundred years have passed since the adoption of the first prohibitionist laws on drugs. Increasingly, the edifice of international drug control and laws is vacillating under pressures of reform. Scholarship on drugs history and policy has had a tendency to look at the issue mostly in the Western hemisphere of the globe or to privilege Western narratives of drugs and drugs policy. This volume instead turns this approach upside down and makes an intellectual attempt to redefine the subject of drugs in the Global South. Opium, heroin, cannabis, hashish, methamphetamines and khat are among the drugs discussed in the contributions to the volume, which spans from Sub-Saharan Africa to Southeast Asia, including the Middle East, North Africa, Latin America and the Indian Subcontinent. The volume also makes a powerful case for an interdisciplinary approach to the study of drugs by juxtaposing the work of historians, political scientists, geographers, anthropologists and criminologists. Ultimately, this edited volume is a rich and diverse collection of new case studies, which opens up venues for further research. There is a woeful neglect of the current United Nations in the academic and policy literatures, and so it is unsurprising that an examination of that multilateral structure before 1945 shows an even more egregious absence of analytical attention. Such ignorance conveniently ignores the forgotten genius of 1942–1945, namely in the wide substantive and geographic relevance of multilateralism during the World War II and in the foundations for the contemporary world order. The wartime and immediate post-war United Nations was not simply dictated by the US State Department, Whitehall, and the foreign ministries of the West—even a generation before decolonisation had proceeded apace and two-thirds of UN member states moved into the limelight as erstwhile colonies. These essays interrogate the extent to which anti-colonialists and other nationalists resisting imperial rule embraced the promise of a rule-based world order as a normatively and operationally valuable projection in 1945. They critically review the worlds of 1945 and 2015, of then and now, to determine the role of continuity and change, of the continuing bases for compromise and for the clashes between the Global South and North.
