The importance of evidence-informed approaches in policy formulation and implementation has long been recognized by the World Health Organization (WHO) and its Member States. With the General Programme of Work (GPW)13 and the creation of the Science Division, WHO has reinforced its science and evidence-based mandate. This guide offers staff and partner organizations a compendium of WHO tools to successfully leverage evidence for policy and impact, and promote evidence-informed decision-making for safe and effective health policy and practice at country and global levels. Through its framework, the guide will increase awareness and uptake of existing tools and best practices, and additionally facilitate collaboration between areas within the Organization and with partners across countries and regions.

This guide focuses on a specific form of citizen engagement, namely mini-publics, and their potential to be adapted to a variety of contexts. Mini-publics are forums that include a cross-section of the population selected through civic lottery to participate in evidenceinformed deliberation to inform policy and action. The term refers to a diverse set of democratic innovations to engage citizens in policy-making. This guide provides an overview of how to organize mini-publics in the health sector. It is a practical companion to the 2022 Overview report, Implementing citizen engagement within evidence-informed policy-making. Both documents examine and encourage contributions that citizens can make to advance WHO’s mission to achieve universal health coverage. Anyone interested in, or planning to organize citizen engagement in evidence-informed policy-making can use this guide to find relevant information on how to conduct a minipublic. The guide also offers a structured learning process for organizers, commissioners and facilitators who use the guide to develop an actual citizen engagement project. The structure of the guide allows for flexibility and context-specific circumstances that affect the organizing of a mini-public.

Evidence-informed policy-making (EIPM) is essential for achieving the Sustainable Development Goals (SDGs) and universal health coverage (UHC). While calls for institutionalizing EIDM have increased in recent years to sustain and mainstream efforts, there is a paucity of guidance that can be applied by Member States. The objective of this checklist is to: - prompt discussion and engagement with the concepts defining the institutionalization of EIPM; - support countries with tools for situation analysis and assessment of the evidence ecosystem;[1] - highlight the domains and core competencies, as well as processes that help to make evidence use routine in policy design, implementation and review, and - offer a list of key actions to consider when embedding EIPM in a local context and assessing progress over time. [1] Defined as “a system reflecting the formal and informal linkages and interactions between different actors (and their capacities and resources) involved in the production, translation, and use of evidence” (Stewart et al., 2019).

This overview provides a fundamental understanding of citizen engagement (CE) and its relevance to the evidence-informed policy (EIP) work of the World Health Organization (WHO) and its Member States. The document introduces readers to the rationale and concept of CE, outlining its conceptual strengths, implications and practical applications. It serves to justify and promote the integration of citizens’ voices as a crucial and underutilized form of evidence in policy- and decision-making. This overview document is the first in a series of WHO publications on the topic of CE in EIP. Subsequent resources will include practical guides and toolkits.

This guidance describes the methods and processes of the Strategic Advisory Group of Experts (SAGE) on Immunization in developing evidence-based recommendations, WHO vaccine position papers, and other immunization policy guidance. Its aim is to facilitate the work of SAGE, its working groups and the WHO Secretariat, as well as to inform a wider readership, such as national immunization managers and national immunization technical advisory groups. The document will be updated, as necessary, as the methodology for evidence-based decision making evolves.

The Decision-making tool promotes a principles-based approach in engagements with private sector entities so that credibility, integrity and sound government processes are ensured and protected. It offers a systematic methodology for identifying opportunities where the private sector could contribute to strengthening national and subnational NCD responses, while safeguarding public health policies from undue influence and conflicts of interest. The tool was designed to be practical and applicable across diverse contexts and scenarios, and throughout the various phases of an engagement cycle (i.e. planning, implementation, monitoring and evaluation). The process consists of three phases, comprising a total of 10 steps that aim to guide users to reach informed decisions on engagement with private sector entities. Each step contains a set of questions presented in a sequential and comprehensive manner. It will help strengthening Member States’ capacity to engage with the private sector, by conducting due diligence of private sector actors, and identifying and mitigating risks, including conflict of interest and other risks associated with the engagement.

This handbook provides comprehensive advice for policy-makers, practitioners, and stakeholders involved in the development, implementation, and monitoring of evidence-based parenting interventions. It offers a practical, step-by-step approach to selecting, designing, evaluating, implementing, monitoring, and scaling up parenting interventions in different contexts, and, by referencing relevant research and offering templates and other resources to support implementation, it acts as a bridge between the evidence for parenting interventions and practice, and is a companion to the WHO guidelines on parenting interventions to prevent maltreatment and enhance parent–child relationships with children aged 0–17 years).
