While it relies upon and makes frequent reference to various Council publications the focus is on the recommendations. The list of recommendations it addresses is not exhaustive: it concentrates on those issues on which the Council has done considerable work, which have had a significant impact, and/or which are particularly relevant at this time. It focuses on the work of the Council in the years following 1983.
