The essays in this book contribute to emerging debates in political science and sociology on institutional change, providing a theoretical framework and empirical applications.

How and why do institutions change? Institutions, understood as rules of behaviour constraining and facilitating social interaction, are subject to different forms and processes of change. A change may be designed intentionally on a large scale and then be followed by a period of only incremental adjustments to new conditions. But institutions may also emerge as informal rules, persist for a long time and only be formalized later. Why? The causes, processes and outcomes of institutional change raise a number of conceptual, theoretical and empirical questions. While we know a lot about the creation of institutions, relatively little research has been conducted about their transformation once they have been put into place. Attention has focused on politically salient events of change, such as the Intergovernmental Conferences of Treaty reform. In focussing on such grand events, we overlook inconspicuous changes of European institutional rules that are occurring on a daily basis. Thus, the European Parliament has gradually acquired a right of investing individual Commissioners. This has never been an issue in the negotiations of formal treaty revisions. Or, the decision-making rule(s) under which the European Parliament participates in the legislative process have drastically changed over the last decades starting from a modest consultation ending up with codecision. The book discusses various theories accounting for long-term institutional change and explores them on the basis of five important institutional rules in the European Union. It proposes typical sequences of long-term institutional change and their theorization which hold for other contexts as well, if the number of actors and their goals are clearly defined, and interaction takes place under the "shadow of the future" .

Institutional change is a central driving force behind social changes, and thus a central topic in all major fields of social sciences. Yet, no general theory of institutional change exists. Drawing from a diverse literature, this book develops a general theory of institutional change, based on a social evolutionary synthesis of the conflict approach and the harmony approach. The book argues that because the whole process of institutional change can be understood as a process of selecting a few ideas and turning them into institutions, competition of ideas and struggle for power to make rules are often at the heart of institutional change. The general theory not only integrates more specific theories and insights on institutional change that have been scattered in different fields into a coherent general theory but also provides fundamental new insights and points to new directions for future research. This book makes a fundamental contribution to all major fields of social sciences: sociology (sociological theory), political sciences, institutional economics, and political theory. It should be of general interest to scholars and students in all major fields of social science.

The establishment of electoral systems in Kazakhstan, Kyrgyzstan and Uzbekistan presents both a complex set of empirical puzzles and a theoretical challenge. Why did three states with similar cultural, historical, and structural legacies establish such different electoral systems? How did these distinct outcomes result from strikingly similar institutional design processes? Explaining these puzzles requires understanding not only the outcome of institutional design but also the intricacies of the process that led to this outcome. Moreover, the transitional context in which these three states designed new electoral rules necessitates an approach that explicitly links process and outcome in a dynamic setting. Finally, it both builds on the key insights of the dominant approaches to explaining institutional origin and change and transcends these approaches by moving beyond the structure versus agency debate.

This book is about institutional change, how to recognize it, when it occurs, and the mechanisms that cause it to happen. It is the first book to identify problems with the "new institutional analysis," which has emerged as one of the dominant approaches to the study of organizations, economic and political sociology, comparative political economy, politics, and international relations. The book confronts several important problems in institutional analysis, and offers conceptual, methodological, and theoretical tools for resolving them. It argues that the paradigms of institutional analysis--rational choice, organizational, and historical institutionalism--share a set of common analytic problems. Chief among them: failure to define clearly what institutional change is; failure to specify the mechanisms responsible for institutional change; and failure to explain adequately how "ideas" other than self-interests affect institutional change. In this book, Eva-Maria Maggi argues that the European Union (EU) had an impact on institutional reform processes in North Africa in cases where major domestic actors agreed. She analyzes how political actors in Morocco used EU neighborhood policies to shape economic and environmental policy between 1995 and 2008. Maggi argues that it was not the design of the EU‘s neighborhood policies but rather the will of change of domestic actors in Morocco that determined the pace, direction of reform and the extent to which the EU continues to play a role in them. While Moroccan politics were indeed “europeanized” Maggi highlights the role of domestic actors who so effectively managed to put forth their own policy priorities and essentially “morocconized” the ENP.

The book provides a structural analysis of the European space effort from an institute change perspective. It analyzes the EU-ESA inter-institutional relationship, gives an overview of the development of space policy in Europe, and advances the debate about the impact of the European integration process on existing institutional actors. While European Space collaboration was initially developed outside the competences of the European Union (EU) with space programmes being carried out almost exclusively under the framework of European Space Agency (ESA) and national agencies, the EU has gained “shared competences” (Art. 2, TFEU) in space policy following the adoption of the Lisbon Treaty. Currently the EU and ESA work together under a Framework Agreement. In 2016, the EU Commission has published a Communication entitled “European Space Policy” (ESP). Even though ESA’s Member States have agreed to keep ESA as an intergovernmental organisation during the ESA Ministerial Council of 2014, the discussion about ESA becoming part of the EU framework continues. The EU’s ambitions for leadership in European space policy raise question concerning the future of ESA. The study of institutions lies at the heart of political sciences. Strikingly the theoretic framework qualifying institutional change and making it comparable leaves room for more concrete and testable dimensions of institutional change.
