Solving the world's health challenges requires multidisciplinary collaborations that bring together the talents, experiences, resources, and ideas from multiple sectors. These collaborations in global health frequently occur through publicâ€"private partnerships (PPPs) in which public and private parties share risks, responsibilities, and decision-making processes with the objective of collectively and more effectively addressing a common goal. However, these numerous stakeholders bring varying strengths and resources to global health partnerships, but they also bring their own organizational cultures, regulations, and expectations. Managing partnerships among them is complex and requires intentional and thoughtful governance. Over the last several decades, as the number of interested stakeholders, resources invested, and initiatives launched within the global health field has grown, effective governance of global health PPPs has become increasingly critical. To explore the role of governance in PPPs for global health, the Forum on Publicâ€"Private Partnerships for Global Health and Safety convened a workshop. Participants explored best practices, common challenges, and lessons learned in the varying approaches to partnership governance. They also highlighted key issues in the governance of PPPs for global health with the goal of increasing their effectiveness in improving health outcomes. This publication summarizes the presentations and discussions from the workshop.

The World Health Organization (WHO) defines equity as the absence of preventable or remediable disparities among various groups of individuals, regardless of how these groups are delineated, whether by social, economic, demographic or geographic factors. The goal of equity is to eliminate the unfair and avoidable circumstances that deprive people of their rights. Therefore, inequities generally arise when certain population groups are unfairly deprived of basic resources that are made available to other groups. A disparity is ‘unfair’ or ‘unjust’ when its cause is due to the social context rather than biological factors. Equitable evaluation contends that conducting evaluation practices with an equity approach is more powerful, as evaluation is used as a tool for advancing equity. It emphasises that context, culture, history, and beliefs shape the nature of evaluations, specifically in the diverse and often complex African reality. Equitable evaluation can render power to the powerless, offer a voice to the silenced and give presence to those treated as invisible. Evidence from various sources shows that inequality is prevalent on the African continent, hence the need to focus on evaluative solutions that address the structural issues that contribute to the different forms of inequality, such as economic, political and social inequality. Despite a plethora of development interventions on the African continent, a large proportion of the population on the continent is still lacking access to basic goods and services for survival. The effectiveness of developmental programmes in sub-Saharan Africa has been elusive, to the extent that minimal inroads have been made in addressing key challenges such as poverty, inequality and the effects of climate change. This scholarly book aims to invigorate academic discussions surrounding developmental programmes, with the goal of generating insights that can be utilised by evaluation commissioners and decision-makers to help address inequality and promote a more equitable society in Africa through improved evaluation processes.

This book explores the influence of private United States (US) philanthropic foundations in the governance of global problems. Through a close scrutiny of four high profile case studies of public-private collaboration, the work addresses the vacuum present in global governance scholarship regarding the influence of foundations, arguing the influence of these actors extends beyond the basic material, and into the more subtle and complex ideational sphere of policy and governance. This book: charts the growth of private forms of governance and foundations’ role in deepening and extending private power in global politics provides a historical examination of private foundations in international affairs including their centrality in the development of the institutional architecture in international health and agriculture and the linkage back to domestic political systems analyses the new modes of philanthropy and giving styles – particularly venture philanthropy and ‘philanthrocapitalism’ – and how these are being rearticulated in the aid architecture and in development discourses evaluates distinctive features and unique attributes of foundations as transnational actors (including their limitations) – how they use these attributes when exercising policy influence and how they negotiate and collaborate with other state and non-state actors in global governance provides an introduction to three prominent foundations – Gates, Rockefeller and the Acumen Fund – and four key partnerships – IAVI, GAVI, AGRA and A to Z textile Mills. This book argues that despite the hype within many policy circles, there is actually very little evidence to support the presumed benefits of Public Private Partnerships (PPPs) in reducing poverty and addressing inequalities in the provision of and access to public services.
