Following the "Introduction", the second section, "Sustainable Aquaculture", offers integrated information on rice cultivation and aquaculture that provide additional benefits to producers. The advance of genetic sciences has led to a 'blue revolution' in the way we use aquatic biodiversity. By 2020, the world will be eating almost as much farmed as wild fish, marine bacteria could yield the cure for cancer and deep-sea bacteria may be exploited to gobble up oil spills. Science is moving ahead at a staggering speed, and the demand for genetic resources is growing rapidly - yet governance and policy lag far behind. Volume 3. This document identifies elements of a legislation that will encourage the emergence of a sustainable commercial aquaculture. The aquaculture law of an individual country must provide the operator with a secure right to conduct aquaculture operations, to the property on which the farm will be located, to good quality water and to the produce. It must also ensure environmental sustainability, through permit or licence systems, without imposing unnecessary costs on applicants. Only proposals with the potential for serious environmental harm should be subjected to a full environmental impact assessment. Environmental supervision must extend to controls over the use of exotic species and products from modern biotechnology including genetically modified organisms, disease control and health management and to any water quality concerns created by the proposed project. To minimise costs, countries are encouraged to adopt a single window approach for the numerous approvals usually required for an aquaculture operation and screen initial applications. They could also consider creating a single agency to promote aquaculture and to monitor the progress of applications. Aquaculture regimes of selected African countries are measured against the elements required to encourage sustainable commercial aquaculture, and improvements that are applicable to all countries in sub-Sahara are suggested.

These Technical Guidelines on the Prudent and Responsible Use of Veterinary Medicines in Aquaculture (No. 5 Suppl. 8) are developed to support Section 9 – Aquaculture Development of FAO’s Code of Conduct for Responsible Fisheries (CCRF) and The FAO Action Plan on Antimicrobial Resistance 2016–2020. They also support the international aquatic animal health standards of the World Organisation for Animal Health (OIE), the food safety standards of the FAO/WHO Codex Alimentarius and the One Health platform under the FAO/OIE/WHO Tripartite Collaboration on antimicrobial resistance (AMR). Their objective is to assist countries in encouraging the prudent and responsible use of veterinary medicines (antimicrobials and other chemotherapeutants) in aquaculture production through appropriate government regulation and the promotion and encouragement of awareness and responsible use by the private sector. They emphasize, among the guiding principles, that responsible use of veterinary medicines in aquaculture requires collaboration among all stakeholders and a strong commitment to governance, awareness, best practices, surveillance and research, including monitoring of AMR, tracking of antimicrobial usage (AMU), assessing risk in different settings and evaluating strategies to reduce AMR and maintain efficacy of antimicrobials. They provide general guidance on the use of veterinary medicines in aquaculture to responsible government agencies, private-sector aquaculture producers and aquatic animal health professionals.
