Reviews issues related to possible changes to the Federal Employees' Compensation Act (FECA). Provides a profile of beneficiaries on the long-term FECA rolls, with information on beneficiaries' ages and time on the rolls; views of proponents and opponents of changing FECA benefits for older beneficiaries; and questions and issues that the Congress might consider if crafting benefit changes. Older FECA beneficiaries make up a high percentage of cases on the long-term rolls and account for a substantial portion of FECA benefits paid for long-term compensation.

Considers H.R. 1196, to amend Federal Employees' Compensation Act to enable those employees who received disability compensation for 20 years to continue receiving at least an equal monthly amount for remainder of their lives.

Considers S. 2517 and related H.R. 10721, to amend the Federal Employee Compensation Act to increase Federal employee workmen's compensation benefits. Also considers S. 3154, to permit injured Federal employees to utilize services of chiropractors, and S. 3253, to establish a Federal employee accident prevention program.
