Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance. This book examines the operational and political challenges facing UN peace operations deployed in countries where civil war and protracted violence have given rise to the complex and distinctive political economies of conflict. The volume explores the nature and impact of such political economies – informal systems of power and influence formed by the interaction of local, national, and region-wide war economies with the political agendas of conflict actors – on the course of UN peace operations. It focuses in detail on the UN’s long-running peace operations in the Democratic Republic of Congo, South Sudan, Afghanistan, Sierra Leone, Mali, and Somalia. The book is centrally concerned with the interaction of UN missions with the power structures and local conflict dynamics that shape individual mission settings, and the challenges these pose for mediation, protection of civilians, and other tasks. It also offers a critical assessment of the various ways in which the UN ‘system’, from its headquarters in New York to the field, has confronted the policy challenges posed by political economies of conflict-affected states, societies, and regions. It advances a pragmatic set of policy recommendations aimed at improving the UN’s ability to confront predatory and exploitative war economies. At the same time, the volume makes it clear that political and institutional obstacles to more effective UN action are certain to remain profound and are unlikely ever to be fully overcome let alone eradicated. Seminar paper from the year 2007 in the subject Politics - Region: Africa, grade: Pass, , language: English, abstract: Failure to satisfy Somaliland’s desire for peace, security, stability and peaceful co-existence with Somalia which are the tenets of Westphalian statehood, resulted in the collapse of the ambitious project designed to merge Northern Somalia (Somaliland) and Southern Somalia (Somalia) into Republic of Somalia. Since the inception of the Republic, elites from Northern Somaliland complained about Southern Somalia’s dominance in governance where the national flag, national anthem, capital city, Presidency and Prime Minister’s position have been contributed by the Southerners. To rub salt into the wounds of the Northerners, Siad Barre assumed power by means of a coup and installed draconian, discriminative and oppressive laws against the Northern clans generally and the Isaac clan in particular. These appalling conditions experienced by the Northerners cajoled them to hold the bull by its horns and confront the situation. They formed the Somali National Movement (SMN) which protected the Northerners against Barre’s oppressive machinery. Subsequently Somaliland declared unilateral independence because it satisfied Article I of the Montevideo Convention on the Rights and Duties of States (1933) which explains that: [t]he State as a person of international law should possess: Permanent population; Defined territory; Government and Capacity to enter into foreign relations.

Shaped by often very dramatic events, international security and the international system have changed significantly in recent years. The conclusion of the Cold War, the emergence of new political systems, the growth of significant threats such as terrorism, and the development of new security doctrines have driven global transformation. Finally, possible changes and trends that will impact security issues are identified by the contributors. When the stakes of public words and actions are global and permanent, and especially when they involve war and peace, can we afford not to seek their meaning? For three decades, Francis Beer has pioneered the effort to discover, describe, and connect pieces of the complex puzzle of war, peace, their interrelationship, and their causes. In this volume, Beer (joined by colleagues as co-authors of some chapters) examines the cognitive, behavioral, and linguistic dimensions of war and peace. Language, he shows, is important because it mediates between thought and action.
