The 2008 global financial crisis, together with the experience of de-industrialization across Western Europe over the last three decades, has focussed attention on financial regulation and industrial policy. Industry and finance policies have largely been discussed separately, and this book argues that the two should be considered together, in both analysis and policy formulation that deals with critical questions of how finance has intervened in industrial restructuring and how it might better serve the real economy. Moreover, policy debates have paid relatively little attention to the heterogeneous economic structures and growth trajectories of European economies, and the interconnectedness and interdependencies of growth paths that present specific challenges to policy and highlight the need for cooperation across the region. This book brings together leading scholars and policy makers to contribute to policy debates in three ways. First, it includes current discussions of banking policy, regulation, and reform to reassert the need for financial institutions that will back up and finance an industrial policy to revive the European economy. Second, it reviews the role of industrial and investment policy in supporting innovation, creating jobs, and generating sustainable economic growth. Third, it advances alternative policy proposals aimed at generating sustainable economic growth and employment in Europe. Part I analyses the nature of growth, industrial, and economic restructuring in relation to finance in the lead up to the crisis, at regional, national, and sector levels. Part II presents alternative and progressive policy proposals for growth and employment in Europe in light of the analysis presented in Part I.

In the aftermath of the global financial crisis of 2008 and the ensuing Great Recession of 2008 to 2013, the economic debate has begun to shift towards 'rebalancing' the UK economy, away from an over-reliance upon consumerism and the financial sector to generate growth, towards more sustainable productive activities. The World Bank is changing the way it does business in the energy sector. This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the public monopoly approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Banks Role . Although the implications of EU membership have been the subject of intense political debate and academic enquiry throughout the member states, the actual impact of EU action on those states remains under-researched. The lack of empirical investigation has meant that it has not been possible to arrive at any informed judgement about how the EU has affected traditional policy making in the member states or to evaluate competing claims. The European Union and National Industrial Policy investigates the extent to which action at the EU level in a range of industrial, financial and service sectors has affected the substance of national policy and the behaiviour of, and relationships between, national actors.
