The book interrogates the European Union (EU) - Zimbabwe Economic Partnership Agreement (EPA) negotiations, covering trade in goods, trade-related rules and development cooperation. The negotiations coincided with EU’s motives as the dominant development partner, and Zimbabwe’s state-stakeholder fault-lines, creating dilemmas in the pursuit of a fair EPA outcome. As a result, the economically weak Zimbabwe signed and ratified an asymmetrical interim EPA (iEPA) with an economically powerful EU in 2009 and 2012, respectively. Meanwhile, direct bilateral re-engagement which eluded the Government of National Unity (GNU), became real following ZANU-PF landslide victory on 31 July 2013, that sufficiently altered the power balance to trigger the process between the former nemesis in support of iEPA domestication, and social and economic development. ZANU-PF government stopped blaming the EU and other western nations for the country’s continued economic under-performance, signaling a softening approach on its part. Similarly, the EU and its member states softened its perception on ZANU-PF leadership leading to resumption and intensification of re-engagement despite failure to implement the Global Political Agreement-related constitutional and democratic reforms, agreed by GNU. This re-engagement was firmly endorsed when the EU and Zimbabwe signed an agreement in July 2015 to normalise bilateral relations and start cooperation.

The question of money, how to provide it, and how to acquire it where needed is axiomatic to development. The realities of global poverty and the inequalities between the ‘haves’ and the ‘have-nots’ are clear and well documented, and the gaps between world’s richest and the world’s poorest are ever-increasing. But, even though funding development is assumed to be key, the relationship between finance and development is contested and complex. This book explores the variety of relationships between finance and development, offering a broad and critical understanding of these connections and perspectives. This book investigates the policies of the Thatcher, Major and Blair governments and their approaches towards concentration of economic and political power. The 1979–2007 British governments have variously been described as liberal or, to use a political insult and a favourite academic label, neoliberal. One of the stated objectives of the Thatcher, Major and Blair governments—albeit with differing focal points—was to disperse power and to empower the individual. This was also a consistent theme of the first generation of neoliberals, who saw monopolies, vested interests and concentration more generally as the ‘great enemy of democracy’. Under Thatcher and Major, Conservatives sought to liberalize the economy and spread ownership through policies like Right to Buy and privatisation. New Labour dispersed political power with its devolution agenda, granted operational independence to the Bank of England and put in place a seemingly robust antitrust framework. All governments during the 1979–2007 period pursued choice in public services. Yet our modern discourse characterises Britain as beset by endemic power concentration, in markets and politics. What went wrong? How did so-called neoliberal governments, which invoked liberty and empowerment, fail to disperse power and allow concentration to continue, recur or arise? The book will be of interest to students and scholars of contemporary British history, political economy and politics, as well as specific areas of study such as Thatcherism and New Labour.
