During the 1980s and 1990s, financial sectors were the Achilles heel of economic development in Latin America and the Caribbean (LAC). Since then, these sectors have grown and deepened, becoming more integrated and competitive, with new actors, markets, and instruments springing up and financial inclusion broadening. To crown these achievements, the region s financial systems were left largely unscathed by the global financial crisis of 2008 09. Now that the successes of LAC s macrofinancial stability are widely recognized and tested, it is high time for an in-depth stocktaking of what remains to be done. Financial Development in Latin America and the Caribbean: The Road Ahead provides both a stocktaking and a forward-looking assessment of the region s financial development. Rather than going into detail about sector-specific issues, the report focuses on the main architectural issues, overall perspectives, and interconnections. The report s value added thus hinges on its holistic view of the development process, its broad coverage of the financial services industry beyond banking, its emphasis on benchmarking, its systemic perspective, and its explicit effort to incorporate the lessons from the recent global financial crisis. Financial Development in Latin America and the Caribbean: The Road Ahead builds on and complements several overview studies on financial development in both LAC countries and the developing world that were published in the past decade. It will be of interest to policy makers and financial analysts interested in improving the financial sector in the LAC region.

The analysis suggests that access to financial institutions has expanded notably in the past decade, and the region compares favorably with other emerging market regions on this dimension. The region, however, continues to lag behind peers on broader financial development, especially with respect to markets, though there is substantial heterogeneity across countries. Financial systems in many LAC countries are also underdeveloped relative to their macroeconomic fundamentals. Further financial development could convey net benefits to the region, provided there is adequate regulatory oversight to prevent excesses.

Since the early 1990s, the nations of Latin America and the Caribbean (LAC) have joined other developing countries to bring the issue of financing for development to the agenda of the United Nations. Although the discussion had begun earlier in the 1980s, it was not until 1997, when a financial crisis hit many developing countries, that a decision was made to convene an international forum. What is the role and what are the sensitivities and perspectives of LAC in regard to financing for development? This book attempts to provide a comprehensive answer to this question, taking into account the need to prevent external crises in the future, to reduce the vulnerability of the region, to reform the international financial system, and to minimize the social impact of these factors.

Several countries in Latin America and the Caribbean are suffering severe economic downturns and the success of market-oriented reforms is being called into question. This report seeks to contribute to the debate by examining the nature of economic growth in the region. The aim is threefold: to describe the basic characteristics of growth; explain differences across countries and to forecast changes over the next decade.

The 1997–8 Asian financial crisis exposed weaknesses in the region’s national financial systems, but since then East Asia has become the world’s most dynamic economic region. Domestic financial systems have developed, cross-border financial flows within the region are growing apace as demand from governments and large firms increases and as the capabilities of financial institutions develop, and governments have initiated regional cooperation aimed at preventing future crises and managing them if they occur. This book examines the economies of Asia and the Pacific with reference to financial reform and liberalization, monetary policy frameworks, banking and capital markets, regulation and supervision and macroeconomic policies. Further, it asks what lessons have been learned from both the Asian financial crisis and the recent financial crisis, how to engender financial stability in the region, and how to ensure that the benefits of economic growth and financial development reach all members of society. Across four key sections, the chapters examine the future implications of historical studies of the relationships between financial development and growth; financial development including banks, non-bank financial institutions and capital markets; how financial stability is being sought in the region; and China’s plans for capital account opening and renminbi internationalization and subsequent the policy implications for China’s neighbours. This book draws on papers originally presented to the 36th Pacific Trade and Development Conference held in Hong Kong in 2013, and features contributions from leading academics and economists from around the world. As such, it will be of great interest to students and scholars of Asian economics, Asia Pacific studies, international economics and international finance.

This edited volume discusses the development theory advanced by the Economic Commission for Latin America and the Caribbean (ECLAC) in the 1940s, and its transformations through the second half of the twentieth century. In this time frame, the authors identify two approaches: structuralism (1950-1980) and neo-structuralism (1980-onwards). The contributors describe the transition in terms of economic theory and policy; the conceptualization of the State; and the consideration of space on regional and global scales. They argue that structuralism is still relevant for understanding the current problems of development if a careful and appropriate recovery and update of its main ideas and concepts is made in relation to the current context of globalization and internationalization of production and finance.
