This book examines the determinants of financial performance of microfinance institutions (MFIs) in Ghana and Uganda, against the backdrop of the public and academic debate over the financial and social implications of microfinance. In the absence of a conceptual model, the study chooses an inductive research approach with the objective of defining and developing a conceptual model with the capacity to explain, quantify, and compare the performance of MFIs. The research is particularly relevant in the African context where microloan interest rates regularly exceed 100% per annum and where the microfinance industry is lacking behind its global peers in regard to financial and social performance. Self-efficacy (SE) is the critical link between environment, culture, institutions, modernization, and development. It enables adaptive learning from environmental stimuli, and fosters agency, cooperation, goal setting, openness, opportunity recognition, and longer-term planning. SE can be regarded as fertilizer for any policy measure. Research amongst smallholder farmers in South Ghana shows that historical return on investment culturally bequeathed investment SE, which largely influences today's farming investment and household income. SE is well malleable and perceptive to intentional promotion.

Following debates on urban policy-mobilities and -learning in Human Geographies the dissertation takes the example of Kigali's masterplan to show how aspirations of Rwandan and Singaporean policy-makers are transformed into concrete urban planning interactions. It provides a close analysis of the practices behind the mobilization of spatial planning expertise. The dissertation traces how planning approaches and regulations are mediated within the interaction between Singaporean and Rwandan actors and ultimately take shape in Kigali's urban space.

Abstract: The authors investigate the microfinance regulatory regimes in Benin, Ghana, and Tanzania, with a view to identifying key issues and lessons on how the overall regulatory framework affects integration of microfinance institutions into the financial system. The authors find that recognizing different tiers of both regulated and unregulated institutions in a financial structure facilitates financial deepening and outreach to otherwise underserved groups in urban and rural areas. That environment promotes sustainable microfinance under shared performance standards and encourages regulatory authorities to develop appropriate prudential regulations and staff capacity. Case studies of the three countries raise important issues on promoting microfinance development vis-à-vis regulating them. Laws to regulate activities other than intermediation of public deposits into loans can result in disproportionately restrictive and unmanageable standards, even as dynamic microfinance sectors have emerged without conducive regulatory regimes. The authors use the three countries' regulatory experiences to highlight the importance of differentiating when prudential supervision is warranted and when regulatory oversight suffices, and to identify the agencies to carry out regulation. They address an important issue that has received scant attention, measuring and paying for the costs of regulating microfinance, and the need to build technical capacity of supervisory and regulatory staff.
