This book examines the impact of financing on Africa’s economic development. By exploring various financial instruments including the role of alternative sources of funding like migrant remittances and illicit flows, it analyses the role of financing for Africa’s macroeconomic development and other development indicators such as infrastructure, transport, global trade, industrialisation, social services, external indebtedness and governance. By presenting and examining case studies on various African countries and regions, the respective contributions investigate the capacity of institutions to facilitate and structure the economy’s funding activities, and to strengthen the ties between finance and development. Furthermore, they discuss various regional aspects, such as the integration of infrastructure, harmonization of fiscal policy, integration of financial markets, and the facilitation of intra-regional trade and movement of capital. This book derives from a symposium held at Cornell University in April 2014. The symposium explored development financing, which has become an important area of policy discussion in Africa and other developing areas in recent years. Using multifaceted and multidisciplinary analytical approaches, it considers the role of the banking system, the stock market, credit access, external aid, and sovereign wealth funds in the evolving development finance architecture. Further, the volume looks at China’s role as an aid donor, the impact of BRICs partnerships in South Africa, the role of NEPAD in mobilizing resources for infrastructure development, and the links between law, trade, and regional integration. The study concurs with previous analyses that greater access to credit by the poor represents the most effective way of fighting poverty and raising the standards of living in Africa. Although a number of selected African countries have made efforts to implement various financial sector reforms, many countries have not fully implemented the requisite reforms required for sustainable development. Instead, they have focused mainly on bank-based financial reforms, thereby neglecting market-based financial reforms. This study provides a one-stop shop for understanding the history and evolution of the financial sector in Africa with a special focus on the sub-Saharan region where the financial system in many countries is still at a relatively nascent stage. The analysis is extensive and robust, and starts from financial repression to financial liberalisation (both internal and external), and its role in sustainable development and poverty alleviation. Gerard Emmanuel Kamdem Kamga, Serges Djoyou Kamga, and Arnold Kwesiga explore a relatively new phenomenon, namely referred to as illicit financial flows, that aim to impoverish the African continent and prevent its economic development. There is a direct relationship between illicit financial flows and failed initiatives to realize the right to development on the continent. For instance, in 2016, Africa received $41 billion towards public development while $50 billion left the continent through illicit financial flows. The gap between recent economic achievements on the continent and its state of generalized underdevelopment coupled with rampant poverty, corruption, prolonged economic crisis, and political instabilities signals an issue with resource allocations. The systematic theft of resources by multinational corporations and criminal networks is a hard blow to the idea of people-driven development in line with the Pan African vision of “an integrated, prosperous and peaceful Africa” proclaimed by Agenda 2063.
