This book provides an analysis of the highly politicized field of Roma inclusion and addresses the controversies surrounding the effectiveness of funding initiatives derived from European Cohesion Policy. It confronts the widely held notion that European financial transfers (Structural Funds) are highly suitable instruments to address the systemic causes of poverty and to facilitate changes towards substantive equality for Europe’s largest ethnic minority. Shedding critical light on the Structural Funds programme, it offers an innovative approach to thinking about the value of European funding schemes and efficacy of national Roma inclusion strategies. Multidisciplinary in approach, it draws on rich interview material and literature from fields including policy implementation, new public governance, equality studies, and political representation, Financing Roma Inclusion with European Structural Funds examines the implementation of European funding in Spain and Slovakia, two countries with contrasting policy outputs, and offers a nuanced picture of the way European Cohesion Policy interacts with intricacies of domestic policy-making. It thus sheds light on the key challenges facing Roma inclusion strategies in contemporary Europe and will be of interest for for scholars interested in European studies, equality policy, new public governance and minority studies.

The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. This book draws upon economic and sociological theory to provide a comprehensive discussion of economic space for social innovation, addressing especially marginalized groups and the long-term projects, programmes, and policies that have emerged and evolved within and across European states. It approaches the explanatory and normative questions raised by this topic via a novel approach: the Extended Social Grid Model (ESGM). Taking inspiration from the fields of economic sociology and ethics, this model shows that social innovation processes must be structural, and require change in power relations, if marginalization is to be effectively dealt with via social innovation. Part I of the book sets out the ESGM, including an exposition on the model along with background chapters on innovation, power and marginalization, ethics and social innovation, and empirical methods. Part II explores the model with a focus on social innovation trajectories of social housing, drinking water provision, employment, education, and food provision. It also explores the operationalization of the model with a view to agency and empowerment, as well as social innovation policy in Europe and the use of social impact bonds as a tool for financing social innovation. Part III revisits the ESGM and considers the explanatory adequacy and fruitfulness of the model for innovation research and for theorizing social innovation, addressing questions on the role and limitations of participation in social innovation for the marginalized, the role of capital for creating economic space for capabilities, and how we can approach the social impact of social innovation. This collection of essays presents a diverse range of perspectives on understanding and addressing the key issue of marginalization, and offers key recommendations for policy makers engaging with social innovation across the European Union and beyond.

The EU Fundamental Rights Agency (FRA) was established to provide evidence-based policy advice to EU institutions and Member States. By blending social science research with traditional normative work, it aims to influence human rights policy processes through new ways of framing empirical realities. The contributors to this volume critically examine the experience of the Agency in its first decade, exploring FRA’s historical, political and legal foundations and its evolving record across major strands of EU fundamental rights. Central themes arising from these chapters include consideration of how the Agency manages the tension between a mandate to advise and the more traditional approach of human rights bodies to ‘monitor’, and how its research impacts the delicate equilibrium between these two contesting roles. FRA's experience as the first ‘embedded’ human rights agency is also highlighted, suggesting a role for alternative and less oppositional orientations for human rights research. While authors observe the benefits of the technocratic approach to human rights research that is a hallmark of FRA’s evidence-based policy advice, they also note its constraints. FRA’s policy work requires a continued awareness of political realities in Brussels, Member States, and civil society. Consequently, the complex process of determining the Agency’s research agenda reflects the strategic priorities of key actors. This is an important factor in the Agency’s role in the EU human rights landscape. This pioneering position of the Agency should invite reflection on new forms of institutionalized human rights research for the future.

This book maps out, from a variety of theoretical standpoints, the challenges generated by European integration and EU citizenship for community membership, belonging and polity-making beyond the state. It does so by focusing on three main issues of relevance for how EU citizenship has developed and its capacity to challenge state sovereignty and authority as the main loci of creating and delivering rights and protection. First, it looks at the relationship between citizenship of the Union and European identity and assesses how immigration and access to nationality in the Member States impact on the development of a common European identity. Secondly, it discusses how the idea of solidarity interacts with the boundaries of EU citizenship as constructed by the entitlement and capacity of mobile citizens to enjoy equality and social rights as EU citizens. Thirdly, the book engages with issues of EU citizenship and equality as the building blocks of the EU project. By engaging with these themes, this volume provides a topical and comprehensive account of the present and future development of Union citizenship and studies the collisions between the realisation of its constructive potential and Member State autonomy.

From an early age, Roma in Slovenia and Slovakia face widespread discrimination in various areas of their lives, including housing, education, employment, health care and policing, driven by persistent negative attitudes among the majority population towards Roma. Roma women often face multiple and intersectional discrimination based on their ethnicity and gender in both countries. The Covid-19 pandemic also amplified ongoing shortcomings in the protection of Roma rights. As members of the European Union (EU), both countries have anti-discrimination legislation in place and an established equality body in compliance with the EU Racial Equality Directive. In practice, however, implementation remains poor: the number of cases of discrimination against Roma resolved by courts is still very low in both countries. Even among legal personnel, knowledge of anti-discrimination law is limited, and Roma themselves are often reluctant themselves to report incidents due to lack of awareness, mistrust of the judicial system or a generalized disbelief that their situation will change. This publication, Equality and justice on the sidelines: Comparative report on discrimination against Roma and their access to justice in Slovakia and Slovenia, provides an overview of the current scope of discrimination against Roma, especially women, their lived experience and access to justice in Slovakia and Slovenia. Based on a combination of desk research and empirical study, namely a series of semi-structured interviews conducted with different stakeholders in both countries, it also includes a series of recommendations to achieve greater inclusion and equality in line with the stated commitment of both countries to protect their Roma populations.

This open access book presents a cross-disciplinary insight and policy analysis into the effects of European legal and political frameworks on the life of ‘Roma migrants’ in Europe. It outlines the creation and implementation of Roma policies at the European level, provides a systematic understanding of identity-based exclusion and explores concrete case studies that reveal how integration and immigration policies work in practice. The book also shows how the Roma example might be employed in tackling the governance implications of our increasingly complex societies and assesses its potential and limitations for integration policies of vulnerable groups such as refugees and other discriminated minorities. Following the enlargement of the European Union in May 2004, Roma (or gypsies) are now the largest minority group in Europe. They are also one of the poorest and most vulnerable groups, living mainly in Central and Eastern Europe, suffering poverty levels as high as ten times that found within majority populations. The lack of information about the living conditions and needs of Roma people compound these stark gaps in human development outcomes. This publication, prepared for a conference held in Budapest, Hungary in June 2003, brings together original sociological research, evaluations of programme initiatives, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a inclusive policy approach which respects their diversity.
