Fiscal Policy In Economic And Monetary Union

eBook Download

BOOK EXCERPT:

The book has many merits, and represents an important contribution to the controversial topic of European fiscal policy. I appreciated in particular the high quality and rigor of the analysis and the fact that the pros and cons of the contending opinions are presented in a fair way. It is a rewarding reading. EAEPE Newsletter Buti and Franco present a series of interesting analytical information which should be read by as broad an audience as possible. . . the book is a good buy. László Csaba, Acta Oeconomica This book explores the origins, rationale, problems and prospects of the European fiscal policy framework. It provides the reader with a roadmap to EMU s budgetary framework by exploring its theoretical and empirical foundations, uncovering its historical roots and emphasising its supranational nature. The authors, who have been at the forefront of the academic and policy debate on economic policy in Europe, argue that fiscal policy has always been at the core of the EMU debate. The Maastricht criteria and the Stability and Growth Pact are the most contentious building blocks of EMU s institutional architecture: they have aroused heated controversies between academics and policymakers ever since their adoption. As EMU s budgetary rules undergo their first severe shock, Europe is still searching for its fiscal soul. The book s basic premise is that one cannot fully understand EMU s fiscal framework and the recent debate on its reform without placing them in a historical and institutional perspective and abstracting from the uniqueness of EMU, where sovereign countries retain a large degree of fiscal independence, and monetary policy is entrusted to an independent central bank with the overriding mission of maintaining price stability. Analysing all aspects of EMU s fiscal rules and institutions, this book will strongly appeal to students, academics and researchers of macroeconomic policy and European integration. Policymakers and fiscal policy experts at both national and international levels will also find the book to be of great interest.

Hard Power Soft Power And The Future Of Transatlantic Relations

eBook Download

BOOK EXCERPT:

The dynamics of transatlantic relations in the twenty-first century have been shaped by an American preference for the exercise of its considerable 'hard power' capabilities while Europeans have preferred to draw upon the considerable 'soft power' resources that have grown from their enviable internal processes of integration. These diverging power preferences have differential impacts on the management of Atlantic security, economic, and social and cultural relations. The contributors, long-time observers and analysts of the Atlantic partnership, debate how problematic security relations are likely to continue to be, discuss how successfully economic affairs will be managed, and examine the continuing frictions in domestic politics of social and cultural matters that should be manageable if both European and American leaders work actively and responsibly to encourage policy convergence.

Liberalism In Illiberal States

eBook Download

BOOK EXCERPT:

After the end of the Cold War, liberalism emerged as the world's dominant political-economic ideology, and economic liberalism seemed to have achieved global hegemony. In Liberalism in Illiberal States, Mark Vail acknowledges the dominance of economic liberalism, but argues that its implementation in specific countries is always unique and dependent upon powerful historical factors. He focuses on France, Germany, and Italy--countries that many scholars do not view as "liberal" at all--and contends they have in fact developed distinct forms of national liberalism, of which their postwar models of capitalism were merely one manifestation. Vail argues that these states' political economies have been shaped by centuries-old liberal traditions, which have continued to inform national alternatives to transnational neoliberalism in the contemporary era. He presents case studies that show how nationally-specific interpretations of liberalism are flexible and responsive to local realities, especially in times of economic uncertainty. By demonstrating how variegated the practice of economic liberalism actually is, Liberalism in Illiberal States will reshape our understanding of liberal political economy in the contemporary world.

The Political Economy Of The European Social Model

eBook Download

BOOK EXCERPT:

This book seeks to analyse the development of the European Union (EU), which was founded upon the principle of the free movement of capital, goods, services and people in 1957. Its central thesis is that, from a practical and theoretical point of view, such a basis is fundamentally at odds with the creation of an interventionist regime that the construction of a social Europe would require. The authors argue convincingly that - economically: the EU does not currently possess the budget or the economic tools to pursue such a strategy; politically: close to none of the institutions of the EU have backed such a policy; practically: conservative and neo-liberal forces (among member states and the institutions of the EU) have repeatedly thwarted any moves in this direction. In reality, the Single Internal Market, Economic and Monetary Union, enlargement, the Lisbon Agenda and European Constitution projects all prioritise supply-side measures and expanding the scope of the market rather than the boosting of demand and other economic intervention. Consequently, constructing a social Europe in the face of this would appear problematic. Hence, in both theory and practice, the idea that there can be a social Europe vis-à-vis neoliberalisation is a contradiction in terms. This controversial book will be an educating and refreshing read for advanced students and academics involved with European politics, the European Union, European Economics and Economic instititutions.

Introduction Of The Euro And The Monetary Policy Of The European Central Bank

eBook Download

BOOK EXCERPT:

The Euro area is an extremely unique and important currency area for two reasons. First, it is the single largest currency area to be created in an industrialized region. In a sense, the Euro area is important as a test case for those contemplating the establishment of new currency areas in East Asia, North America or other industrialized regions. Second, it was established by sovereign states working as peers, who, despite various challenges, peacefully and autonomously decided to create a single currency area. In other words, the Euro area is very different from other currency areas created by countries formerly in colonial relationships with each other. Therefore, for regions emerging from a developing status and forming a currency area, the Euro area could serve as a model case.Marking the 10th anniversary of the creation of the European Central Bank (ECB) and the Euro, this invaluable book analyzes the monetary policy of the ECB — the guardian of the Euro — by using recently developed econometric methods. The analysis performed in this book marks a substantial contribution toward understanding the significance of the Euro area as well as the future of the Euro from an international perspective.
