The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

The Pacific is the last major world region to be discovered by humans. Although small in total land area, its numerous islands and archipelagoes with their startlingly diverse habitats and biotas, extend across a third of the globe. This revised edition of a popular text explores the diverse landforms, climates, and ecosystems of the Pacific island region. The Pacific developing member countries (DMCs) of the Asian Development Bank (ADB) are a diverse array of countries with widely varying topographies, cultures and economies, fragile natural resource environments, and prosperity, stability, and security that can be compromised by the impacts and consequences of climate change. The Pacific island governments view climate change as a priority issue, especially in terms of its potential impacts on food security, and need clear directions in addressing both issues. This report describes the present state of food security and its contributing factors in the Pacific region, assesses its prospects amid the growing threats and likely impacts of climate change, and presents potential areas for more active assistance, investments, and interventions from ADB and other development partners. While technical and policy measures to ensure food security amid the ensuing climate change are numerous, interrelated, and complex, the successful implementation of programs and projects calls for simple and flexible designs that carefully consider the capabilities of relevant stakeholders at the regional, national, and local levels.

This summary outlines the information contained in the “Institutional and Economic Perspectives on Distant-Water Fisheries Access Arrangements” report (2024), which is an expansion of the first report the “Mapping Distant-Water Fisheries Access Arrangements”, published in 2022. This report conducts a more targeted examination of the economic dynamics, policy drivers, and institutional framework of fishing access arrangements (FAA). Six comprehensive case studies of three resource-holding countries or regions (Ghana, Namibia and the Pacific Island Countries and Territories (PICT)), and three resource‑seeking countries or regions (Japan, the European Union and China) are examined. This summary report is part of an ad hoc study on fisheries access arrangements and does not include details already referred to in the summary of the 2022 report.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels.
