This book investigates the role of social protection amongst African pastoral and agro-pastoral communities, with a particular focus on Ethiopia. Based on rigorous empirical research, this book assesses the successes, failures, prospects and lessons learned from Africa’s largest social security intervention: Ethiopia’s Productive Safety Net Programme. It goes beyond an analysis of immediate impacts, exploring factors such as highland-lowland interactions, rural-urban linkages, economic diversification, the role of youth, indigenous safety nets and social capital. Special attention is given to gender-responsive social protection measures and to the circumstances brought about by the COVID-19 pandemic. Overall, the book demonstrates the value of indigenous knowledge systems and local institutions in contributing to the design of more effective safety net programmes and disaster responses and in helping people to build resilience and cope with shocks. Improving household resilience is becoming one of the key focus and target of social protection programs in Africa. However, there is surprisingly little direct evidence of the impacts of social protection programs on household resilience measures. We use five rounds of panel data to examine rural households’ resilience outcomes associated with participation in Ethiopia’s Productive Safety Nets Program (PSNP). Following Cissé and Barrett (2018), we employ a probabilistic moment-based approach for measuring resilience and evaluate the role of PSNP transfers and duration of participation on households’ resilience. We document four important findings. First, although PSNP transfers are positively associated with resilience, PSNP transfers below the median are less likely to generate meaningful improvements in resilience. Second, continuous participation in the PSNP participation is associated with higher resilience. Third, combining safety nets with income generating or asset building initiatives may be particularly efficacious at building poor households’ resilience. Fourth, our evaluation of both short-term welfare outcomes and longer-term resilience suggests that these outcomes are likely to be driven by different factors, suggesting that optimizing intervention designs for improving short term welfare impacts may not necessarily improve households’ resilience, and vice versa. Together, our findings imply that effectively boosting household resilience may require significant transfers over multiple years. National safety nets programs that transfer small amounts to beneficiaries over limited time horizons may not be very effective.

The bioeconomy concept aims to add sustainability to the production, transformation, and trade of biological goods. Though implemented around the world, the development of national bioeconomies is uneven, especially in the global South, where major challenges exist in Sub-Saharan Africa. In this context, the international BiomassWeb project aimed to underpin the bioeconomy concept by applying the value web approach, which seeks to uncover complex interlinked value webs instead of linear value chains. The project also aimed to develop intervention options to strengthen and optimize the synergies and trade-offs among different value chains. The Special Issue “Advances in Food and Non-Food Biomass Production, Processing and Use in Sub-Saharan Africa: Toward a Basis for a Regional Bioeconomy" compiles 23 articles produced in this framework. The articles are grouped in four sections: the value web approach; the production side; processing, transformation and trade; and global views.

There has long been concern that cash and in-kind transfers might affect prices in developing country food markets. While there have been a number of studies at highly aggregated levels, much less is known about the effects of cash transfers on local food prices and even less about how they compare to food transfers. We consider this issue in the context of a large social protection intervention, Ethiopia’s Productive Safety Net Programme. Using 12 months of price data from 233 localities and controlling for temporal, location, and market characteristics we find: Cash transfers have no effect on food prices. There is some evidence that food transfers reduce food prices. Maize transfers reduce aggregate grain prices, wheat transfers reduce the price of maize, and the negative effect of food transfers on food prices is larger in more remote markets. However, the magnitudes of these effects are trivially small, both in absolute and percentage terms.

This book centers around an intense debate among donors, policymakers, development practitioners, and academics on the efficacy of aid in eradicating poverty while promoting human development. It provides comparative case studies of the most recent Kenyan and Ethiopian seed laws, as well as a study of seed sovereignty 'on the ground' in a locality within Ethiopia. Based on extensive fieldwork, it identifies the interests and motivations of transnational seed corporations, global philanthropic organisations, state actors, and local farmers. It finds significant differences in the wording of seed laws and the exercise of seed sovereignty, applying theories of globalisation to help us better understand these varied outcomes. It shows that seed sovereignty has the potential to be shared between local, national, regional, and global authorities, but in different ways in different countries and localities. In the face of what might sometimes appear to be unstoppable global forces, these findings suggest that the exercise of seed sovereignty can be transformed even in a highly globalised world.
