It is a well known fact that Japan spends only a small percentage of her gross national product on defense. What is not well known, however, is the fact that Japan's defense budget ranks among the top in the world and that her self-defense forces are considered to be amongst the best conventional armed forces in the world. Since empirical studies concerning Japan's military expansion are rare both in Japanese and English, the book takes up this neglected area. It examines Japan's military expansion and the decision-making of her defense policy between 1976 and 2007, focusing on the National Defense Program outline and the guidelines for United States-Japan Defense Cooperation. This book carries out a comparative study of the US response to popular uprisings in the Middle East as an evaluation of President Barack Obama’s foreign policy commitments. In 2009, Obama publicly pledged “a new beginning in US-Muslim relations,” causing eager expectation of a clear shift in US foreign policy after the election of the 44th president of the United States. However, the achievement of such a shift was made particularly difficult by the existence of multiple, and sometimes conflicting, US interests in the region which influenced the Obama administration’s response to the popular uprisings in five Muslim-majority countries: Egypt, Bahrain, Yemen, Libya, and Syria. After providing a detailed analysis of the traditional features of both US foreign policy rhetoric and practice, this book turns its focus to the Obama administration’s response to the 2011 Arab Awakening to determine whether Obama’s foreign policy has indeed brought about a new beginning in US-Muslim relations.

Indonesia is the largest archipelago state in the world comprising 17,480 islands, with a maritime territory measuring close to 6 million square kilometres. It is located between the two key shipping routes of the Pacific and Indian Ocean. Indonesia’s cooperation in maritime security initiatives is vitally important because half of the world’s trading goods and oil pass through Indonesian waters, including the Straits of Malacca, the Strait of Sunda and the Strait of Lombok. This book analyses Indonesia’s participation in international maritime security cooperation. Using Indonesia as a case study, the book adopts mixed methods to assess emerging power cooperation and non-cooperation drawing from various International Relations theories and the bureaucratic politics approach. It addresses not only the topic of Indonesia’s cooperation but also engages in debates across the International Relations, political science and policy studies disciplines regarding state cooperation. Based on extensive primary Indonesian language sources and original interviews, the author offers a conceptual discussion on the reasons underlying emerging middle power participation or non-participation in cooperation agreements.
