For any action in foreign policy to be possible, it has to first appear as plausible in the spoken and written discourses of foreign policy. This is the basic axiom at the core of the case studies that Kovács carries out in Foreign Policy Discourses of the Obama Years. In each case study, she investigates discursive products such as presidential speeches and news accounts, with the purpose of teasing out the types of meanings that emerge. These meanings, she argues, have an impact on the types of foreign policy action the Obama administration could plausibly undertake. The findings show both that foreign policy in the US is mostly understood and evaluated in terms of its impact on domestic politics, and that the study of discourses surrounding foreign policy is a useful tool for assessing administrations.

China’s rapid economic development in recent decades has significantly boosted its international political activities as evidenced by the promotion of a set of relevant global foreign policy doctrines. This book presents a novel analysis of how US grand strategy has evolved from the end of the Cold War to the present, offering an integrated analysis of both continuity and change. The post-Cold War American grand strategy has continued to be oriented to securing an ‘open door’ to US capital around the globe. This book will show that the three different administrations that have been in office in the post-Cold War era have pursued this goal with varying means: from Clinton’s promotion of neoliberal globalization to Bush’s ‘war on terror’ and Obama’s search to maintain US primacy in the face of a declining economy and a rising Asia. In seeking to make sense of both these strong continuities and these significant variations the book takes as its point of departure the social sources of grand strategy (making), with the aim to relate state (public) power to social (private) power. This book uncovers how US-India relations have changed and intensified during the administrations of Bill Clinton, George Bush Jr., and Barack Obama. Throughout the Cold War, US-India relations were often distant and volatile as India mostly received attention at times of grave international crises, but from the late 1990s onwards, the US showed a more sustained interest in India. How was this shift possible? While previous scholarship has focused on the civilian nuclear deal as a turning point, this book presents an alternative account for this change by analyzing how India’s identity has been constructed in different terms after the Cold War. It examines the underlying discourse and explains how this enables or constrains US foreign policymakers when they establish security policies with India and improve US-India relations.
