Recent developments in the European integration process have raised, amongst many other things, the issue of linguistic diversity, for some a stumbling block to the creation of a European democratic polity and its legal and social institutions. The solution to the 'question of language', involves an understanding of the role played by natural languages and the consequent design of policies and institutional mechanisms to facilitate inter-linguistic and intercultural communication. This is not an exclusively European problem, and nor is it entirely new, for it is also the problem of linguistic majorities and minorities within unitary nation-states. While top-down policies and declarations have yet to establish equal status and opportunities for speakers of all languages in practice, activists and advocates at local levels are playing an increasingly significant role in the creation of new social imaginaries and practices in multilingual contexts. This volume describes how social actors across multiple domains contribute to the elusive goal of linguistic equality or justice through their language activism practices. Through an ethnographic account of Indigenous Isthmus Zapotec language activism in Oaxaca, Mexico, this study illuminates the (sometimes conflicting) imaginaries of what positive social change is and how it should be achieved, and the repertoire of strategies through which these imaginaries are being pursued. Ethnographic and action research conducted from 2013-2018 in the multilingual Isthmus of Tehuantepec brings to light the experiences of educators, students, writers, scholars and diverse cultural activists whose aspirations and strategies of social change are significant in shaping the future language ecology. Their repertoire of strategies may inform and encourage language activists, scholars, and educators working for change in other contexts of linguistic diversity and inequality.

This book analyses Muslim integration into English society from the 1960s to the 1990s. The author argues that, contrary to common narratives built around a sudden transformation during the Rushdie affair, religious identity was of great importance to English Muslims throughout this period. The study also considers what the experiences of Muslim communities tell us about British multiculturalism. With chapters which consider English Muslim experiences in education, employment, and social services, British multiculturalism is shown to be a capacious artifice, variegated across and within localities and resistant to periodization. It is understood as positing separate ethnic communities, and serving these communities with special provisions aimed ultimately at integration. It is argued moreover to have developed its own momentum, limiting the efficacy of 21st century “backlashes” against it. This open access book presents a comprehensive collection of the European Language Equality (ELE) project’s results, its strategic agenda and roadmap with key recommendations to the European Union on how to achieve digital language equality in Europe by 2030. The fabric of the EU linguistic landscape comprises 24 official languages and over 60 regional and minority languages. However, language barriers still hamper communication and the free flow of information. Multilingualism is a key cultural cornerstone of Europe, signifying what it means to be and to feel European. Various studies and resolutions have found a striking imbalance in the support of Europe’s languages through technologies, issuing a call to action. Following an introduction, the book is divided into two parts. The first part describes the state of the art of language technology and language-centric AI and the definition and metrics developed to measure digital language equality. It also presents the status quo in 2022/2023, i.e., the current level of technology support for over 30 European languages. The second part describes plans and recommendations on how to bring about digital language equality in Europe by 2030. It includes chapters on the setup and results of the community consultation process, four technical deep dives, an overview of existing strategic documents and an abridged version of the strategic agenda and roadmap. The recommendations have been prepared jointly with the European community in the fields of language technology, natural language processing, and language-centric AI, as well as with representatives of relevant initiatives and associations, language communities and regional and minority language groups. Ensuring appropriate technology support for all European languages will not only create jobs, growth and opportunities in the digital single market.
