This book offers an in-depth examination of America’s nuclear weapons policy since the end of the Cold War. Exploring nuclear forces structure, arms control, regional planning and the weapons production complex, the volume identifies competing sets of ideas about nuclear weapons and domestic political constraints on major shifts in policy. It provides a detailed analysis of the complex evolution of policy, the factors affecting policy formulation, competing understandings of the role of nuclear weapons in US national security discourse, and the likely future direction of policy. The book argues that US policy has not proceeded in a linear, rational and internally consistent direction, and that it entered a second post-Cold War phase under President George W. Bush. However, domestic political processes and lack of political and military interest in America’s nuclear forces have constrained major shifts in nuclear weapons policy. This book describes the evolution of French defence policy since the end of the Cold War. For the past thirty years there have been significant changes to French defence policy as a result of several contextual evolutions. Changes include shifts in the global balance of power, new understandings of the notion of international security, economic downturns, and developments in European integration. Yet despite these changes, the purpose of France’s grand strategy and its main principles have remained remarkably stable over time. This book identifies the incentives, representations and objectives of French defence policy The authors examine the general mechanisms that influence policy change and military transformation in democracies, the importance of status-seeking in international relations, the processes of strategy-making by a middle power, and the dilemmas and challenges of security cooperation. By doing so the book raises a number of questions related to the ways states adjust (or not) their security policies in a transformed international system. This book makes French-language sources available to non-French-speaking readers and contributes to a better understanding of a country that is at the forefront of Europe’s external action. As a former U.S. diplomat in Europe, John W. Holmes watched the North Atlantic Treaty Organization (NATO) fulfill its purpose with the disintegration of the Soviet Union. In The United States and Europe after the Cold War, he explores the possibilities for future transatlantic relations in light of NATO's ebbing usefulness. Finding that a basis still exists for an alliance between the United States and the European Union, Holmes sets forth a comprehensive plan for establishing an association as long-lasting and profitable as the one now drawing to a close. Holmes advocates a solid foundation for the alliance, one that approaches a formal economic union. He lists key considerations for the construction of a new, effective relationship, including the growing impatience of Americans and Europeans with substantial U.S. military contingents in Europe, the changing nature of intra-European relations, and the need for a distribution of power more equitable than that of NATO.

The chapters of this proposed volume are intended to shed light on the diverse themes surrounding this very important issue area in international security. Each of the six major sections addresses an aspect of nuclear proliferation that will be critical in determining the future trajectory of global politics in the years to come. The first section examines the major thematic issues underlying the contemporary discourse on nuclear proliferation. How do we understand this period in proliferation? What accounts for a taboo on the use of nuclear weapons so far and will it survive? What is the present state of nuclear deterrence models built during the Cold War? What is the relationship between the pursuit of civilian nuclear energy and the risks of proliferation? Why are we witnessing a move away from non-proliferation to counter-proliferation? The second section gives an overview of the evolving nuclear policies of the five established nuclear powers: the USA, Russia, the United Kingdom, France and the People's Republic of China. Section three looks at the three de facto nuclear states: India, Pakistan and Israel. The fourth section examines the three problem areas in the proliferation matrix today – Iran, North Korea and the potent mix of non-state actors and nuclear weapons. The fifth section sheds light on an important issue often ignored during discussions of nuclear proliferation – cases where states have made a deliberate policy choice of either renouncing their nuclear weapons programme, or have decided to remain a threshold state. The cases of South Africa, Egypt and Japan will be the focus of this section. The final section will examine the present state of the global nuclear non-proliferation regime, which most observers agree is currently facing a crisis of credibility. The three pillars of this regime – the Nuclear Non-Proliferation Treaty (NPT), the Comprehensive Test Ban Treaty (CTBT), and the Fissile Material Cut-Off Treaty (FMCT) – will be examined. This is followed by an analysis of the present trends and prospects for US-Russia nuclear arms control. The impact of missile defenses and the US-India civilian nuclear energy co-operation pact will be examined so as to ascertain whether they have weakened or strengthened the global non-proliferation regime. The chapters in this volume aim to document the increasing complexity of the global nuclear proliferation dynamic and the inability of the international community to come to terms with a rapidly changing strategic milieu. The future, in all likelihood, will be very different from the past, and the chapters in this volume will try to develop a framework that may help gain a better understanding of the forces that will shape the nuclear proliferation debate in the years to come. The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union.
