This book provides a comprehensive account of the extent to which policies and institutions of the European Union (EU) spread across different contexts. Are the EU’s attempts to transfer its policies and institutions to accession and neighbourhood countries sustainable and effective? To what degree do other regions of the world emulate the EU’s institutional features, what are the mechanisms of, and conditions for, their diffusion? Chapters deal with Europeanization in the new EU member states, particularly in Romania and Bulgaria, in current accession candidates, i.e. the Western Balkans and Turkey, as well the Eastern (Southern Caucasus) and Southern Neighbourhood (Israel and the Maghreb). In addition, authors investigate the diffusion of EU policies and institutions in Sub-Saharan Africa, Asia, and Latin America. The authors place Europeanization studies in the wider context of research on transnational diffusion, and examine the relevant mechanisms and processes, including incentives and capacity-building, socialization and learning as well as functional and normative emulation. Finally, the book discusses what conditions lead to the successful diffusion of European institutions and policies, such as domestic incentives, degrees of (limited) statehood, regime type, and power (a)symmetries. Traditionally, urban water managers have relied on large-scale, supply-side infrastructural projects to meet increased demands for water; however, these projects are environmentally, economically and politically costly. Urban Water Security argues that cities need to transition from supply-side to demand-side management to achieve urban water security. Corruption has long been identified as a governance challenge, yet it took states until the 1990s to adopt binding agreements combating it. While the rapid spread of anti-corruption treaties appears to mark a global consensus, a closer look reveals that not all regional and international organizations move on similar trajectories. This book seeks to explain similarities and differences between international anti-corruption agreements. In this volume Lohaus develops a comprehensive analytical framework to compare international agreements in the areas of prevention, criminalization, jurisdiction, domestic enforcement and international cooperation. Outcomes range from narrow enforcement cooperation to broad commitments that often lack follow-up mechanisms. Lohaus argues that agreements vary because they are designed to signal anti-corruption commitment to different audiences. To demonstrate such different approaches to anti-corruption, he draws on two starkly different cases, the Organization of American States and the African Union. Contributing to debates on decision-making in international organizations, this work showcases how global governance is shaped by processes of diffusion that involve state and non-state actors. This book explores norm diffusion in non-Western contexts. It analyzes how norms transfer and what mechanisms or sources of leverage facilitate their diffusion. The individual chapters follow an interdisciplinary framework that analyzes social norms beyond the theoretical tradition of international relations, and focus on particular cases of diffusion—both successful and unsuccessful—across the non-Western world. In this way, the book challenges existing perspectives and advances critical norm research that diversifies the agency of norm entrepreneurs beyond processes of norm localization. It makes a twofold contribution—by deepening our theoretical understanding of norms and their dynamics and by broadening the geographical scope of norms research.

LGBTI Politics and Value Change in Ukraine and Turkey focuses on the impact of European Union promotion of LGBTI rights in Turkey and Ukraine, offering a re-evaluation of the mechanisms used by the EU and the domestic and external conditions that result in different outcomes. To shed light on the global reassertion of authoritarianism in recent years, this volume analyses transnational diffusion and international cooperation among non-democratic regimes. How and with what effect do authoritarian regimes learn from each other? For what purpose and how successfully do they cooperate? The volume highlights that present-day autocrats pursue mainly pragmatic interests, rather than ideological missions. Consequently, the connections among authoritarian regimes have primarily defensive purposes, especially insulation against democracy promotion by the West. As a result, the authors do not foresee a major recession of democracy, as occurred with the rise of fascism during the interwar years.
