This timely Handbook examines the causes, costs and consequences of state fragility, advancing key debates in the field. Demonstrating the multidimensionality of fragility by applying diverse theories and methodologies, it provides new insights on effective policy development and application in the context of fragile states.

This book investigates the emergence, the dissemination and the reception of the notion of ‘state fragility’. It analyses the process of conceptualisation, examining how the ‘fragile states’ concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the ‘state fragility’ label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors ‘on the receiving end’, describing how the elites and governments in so-called ‘fragile states’ have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the ‘fragile state’ concept. Today a billion people, including about 340 million of the world's extreme poor, are estimated to live in 'fragile states'. This group of low-income countries are often trapped in cycles of conflict and poverty, which make them acutely vulnerable to a range of shocks and crises. This engaging book defines and clarifies what we mean by fragile states, examining their characteristics in relation to "weak" and "failed" states in the global system, and explaining their development from pre-colonial times to the present day. It explores the connections between fragile statehood and violent conflict, and analyses the limitations of outside intervention from international society. The complexities surrounding 'successes' such as Costa Rica and Botswana - countries which ought to be fragile, but which are not - are analysed alongside the more precarious cases of the Democratic Republic of the Congo, Afghanistan and Haiti. Since the 1990s, attempts at democratic transition have generated hopes for 'civil society' as well as ambivalence about the state. The interdisciplinary studies gathered here explore this dynamic through the complex interactions of state fragility, self-help, and self-organization in Nigeria. Nigeria stands as a particularly interesting case, as its multifaceted associational life extends far beyond civil society organizations (CSOs) and non-governmental organizations (NGOs): as this volume reveals, there is a 'third sector' of Nigerian society encompassing everything from community self-help programs to ethno-religious affiliations to militias. Some of these formations have narrow, pragmatic aims, while others have an explicit socio-cultural or political agenda; most can be understood as compensating for the state's failure to deliver services and maintain regulatory frameworks. By examining the emergence of broader forms of civil society, this volume considers their successes while also assessing their costs and contradictions.

During fiscal 2003-05, World Bank lending and administrative budgets to fragile states amounted to $4.1 billion and $161 million, respectively. This report assesses the effectiveness of this Bank support. The report finds that the Bank and the donor community have improved their operational readiness to engage with fragile states, and made substantial progress on donor coordination at the international policy level. Significant challenges remain, however. Donor agendas have been overly ambitious and need to be made more selective, the effectiveness of donor programs needs to be improved after the immediate post-conflict phase in war-ravaged countries when structural change is needed, and donors need to develop transparent aid allocation criteria that ensure that fragile states will be neither under- nor over-aided. The report makes recommendations to overcome these challenges and distills lessons for the Bank and other donors.

Overcoming state fragility is one of the most important international development objectives of the 21st century. Many fragile states have turned into failed states, where millions of people are caught in deprivation and seemingly hopeless conditions. Fragile states lack the authority, legitimacy, and capacity that a modern state needs to advance the development of its peoples, and present deep challenges for the design and implementation of development policy. For instance, how is aid to be designed and delivered in a way that will help people in fragile states if their governments lack capacity to absorb and use aid? And what can be done about adverse side-effects of fragile states on their neighbours and the global community, such as heightened insecurity, rising out-migration, displaced populations, and the destruction of natural resources? This book documents the far reaching global repercussions of state fragility and provides a timely contribution to the international discourse on three dimensions of fragile states: their causes, costs, and the responses required. It will appeal to scholars, policymakers, and donors who are concerned about conflict and development. Its aim is to contribute to our understanding of how strong and accountable states can be fostered-states where government and civil society progressively advance human wellbeing, underpin households' resilience in the face of shocks, and form effective partnerships to maximize the benefits of development assistance.

In a wide-ranging treatment, drawing on large samples and case studies, the authors create an alternative model of the fragile state emphasizing the multidimensional, multifaceted nature of the "fragile state problematique".

This book examines the management of ‘state fragility’ and the practices and impacts of quantification over relations of power in international politics. With the further movement towards quantification, and as technical and technological changes advance, this book argues that certain important quantifying practices can be understood in terms of symbolic power, which is more nuanced and subtle. The aim is that such an understanding can also open space for considering other instances of power that are blurred and nuanced in current international politics. By looking at how the merging of conflict and development issues in the fragile states agenda has been fed by and has fed the authority of ever-perfectible numbers, the book offers an approach to address the difficulty in dealing with profound inequality without presuming domination. Instead, the example of the g7+ group of self-labelled ‘fragile states’ and its tools indicate that quantification has reached a point of no return, but it has done so through indirect practices of management and with the complicity, so to say, of those deemed least favoured by it. This shows that there is little chance that policy-makers and academics can escape dealing with numbers and there is much to be gained by understanding how complex and knowingly imperfect statistics become authoritative and widespread. This book will be of much interest to students of critical security studies, International Political Sociology, development studies, and IR in general.
