This book reconceptualises the notions of state failure and fragility, to provide a new policy-relevant framework on these issues. In a wide-ranging treatment, drawing on large samples and case studies, the authors create an alternative model of the fragile state emphasizing the multidimensional, multifaceted nature of the "fragile state problematique".

Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. It contributes to IR and international security debates by developing a comprehensive but readily understandable narrative of the rise of JSGs in Islamic countries, and examining them in an analytical framework in which their root causes are categorized on individual, group, and international levels.

This book investigates the emergence, the dissemination and the reception of the notion of ‘state fragility’. It analyses the process of conceptualisation, examining how the ‘fragile states’ concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the ‘state fragility’ label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors ‘on the receiving end’, describing how the elites and governments in so-called ‘fragile states’ have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the ‘fragile state’ concept. Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant understandings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross-national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institutional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This is should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. The book examines the various ways that fragile states (or states with limited statehood) in Africa, Asia, the Pacific, and the Americas have adopted, and adapted to, the processes of liberal political governance in their quests to address the problem of political fragility. It presents the stories of resilience in the political adaptation to Western liberal conceptions of governance. In addition to singular or comparative country case studies, this project also examines the interplay of culture, identities, and politics in the creation of people-centric governance reforms. Towards these ends, this volume sheds light on weak states’ often constructive engagement in the promotion of state governance with a variety of political conditions, adverse or otherwise; and their ability to remain resilient despite the complex political, sociocultural, and economic challenges affecting them. Through a multidisciplinary approach, the authors aim to counter the noticeable shortcomings in the discursive representations of fragility, and to contribute a more balanced examination of the narratives about and impact of political adaption and governance in people’s lives and experiences.

The existence of a state with an effective government is a basic condition for the transfer of aid, making development cooperation with ‘fragile’ nations particularly challenging. This book examines international aid in North Korea, in particular the ongoing policy of withholding aid, through the lens of the impact on the general population to present an argument for sustainable development. Focusing on the human rights of North Koreans and presenting a case for the use of aid as a provision for social change, it explores an alternative narrative to the existing long-drawn-out rhetoric of ‘denuclearisation-first’. The book’s scope includes evaluations of the causes of international sanctions and their impact, the Kim regime’s mitigation of sanctions through marketisation and a digital economy as well as barriers to aid monitoring and the reason for the absence of any mass anti-regime movement. It also posits that North Korea is a fragile state but cloaked by the image of a strong regime. The book succinctly demonstrates that the key to unlocking the potential of North Korea’s ‘cloaked society’ does not lie in sanctions, but is to be found in engagement with development aid. As such it will appeal to students of Korean Studies, Development Studies, Asian Politics and International Relations.
