Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. Global drug trafficking intersects with a vast array of international security issues ranging from war and terrorism to migration and state stability. More than just another item on the international security agenda, drug trafficking in fact exacerbates threats to national and international security. In this light, the book argues that global drug trafficking should not be treated as one international security issue among many. Rather, due to the unique nature of the trade, illegal drugs have made key threats to national and international security more complex, durable, and acute. Drug trafficking therefore makes traditional understandings of international security inadequate. This book investigates the emergence, the dissemination and the reception of the notion of ‘state fragility’. It analyses the process of conceptualisation, examining how the ‘fragile states’ concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. Contributors investigate the instrumental use of the ‘state fragility’ label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors ‘on the receiving end’, describing how the elites and governments in so-called ‘fragile states’ have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the OECD, the European Union and the G7+ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the ‘fragile state’ concept. “Fragility”—the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy—leads to erosion of the social contract and diminished resilience, with significant implications for peace, security, and sustainable development. This study reviews how the international community has responded to this challenge and offers new ideas on how that response can be improved. Based on that examination, the author seeks to convey the importance of addressing this phenomenon as a high priority for the international community. What do we mean by failed states and why is this concept important to study? The “failed states” literature is important because it aims to understand how state institutions (or lack thereof) impact conflict, crime, coups, terrorism and economic performance. In spite of this objective, the “failed state” literature has not focused enough on how institutions operate in the developing world. This book unpacks the state, by examining the administrative, security, judicial and political institutions separately. By doing so, the book offers a more comprehensive and clear picture of how the state functions or does not function in the developing world, merging the failed state and institutionalist literatures. Rather than merely describing states in crisis, this book explains how and why different types of institutions deteriorate. Moreover, the book illustrates the impact that institutional decay has on political instability and poverty using examples not only from Africa but from all around the world.
