In this highly unusual role for a lawyer, the author found himself in 1998 having to learn on his feet at a frightening pace as the newly promoted senior legal advisor to the charismatic General Sir Mike Jackson, the commander who led the Allied Rapid Reaction Corps into strife-torn Kosovo the following year to restore some sort of normality in the aftermath of the NATO bombing campaign. A peace deal was finally signed, only for Russia to intervene at the eleventh hour. The author was asked to provide rules of engagement for NATO to eject a stubborn Russian unit from Pristina by force, amongst fears of starting World War III, one of the few occasions when he thought perhaps civilian legal practice might not have been such a bad idea after all. Ten years later the author was back at HQ ARRC, promoted to Colonel. The culture shock on this occasion was not so much, spending six months in Afghanistan as being professionally embedded in a large American military legal office led by a hyper energetic US officer from the 'deep south'. Unlike the short, sharp Kosovo experience in central Europe, this war in central Asia was the longest in the history of the USA, although for the British it was just the latest in a succession of operations going back two centuries to the 'Great Game'. Trying to apply the law, balancing the need for aggression with compliance with Western notions of human rights, and vain efforts to win over the hearts and minds of a proud but impoverished people historically blighted by conflict proved to be unimaginably fraught. Military Operations From Kosovo to Kabul is one experienced soldier’s fascinating account of these historic events, seen on the ground from the perspective of a legal professional, seldom associated with fighting wars.

How great powers react to their inevitable decline shapes their own destiny as well as the course of international politics. Leaders can decide to engage with others or isolate themselves; to build alliances or initiate war; to stoke up nationalism or invest in innovation; to focus on economic competition or develop their people's soft power. While some of these coping strategies foster cooperation, others provoke conflict with neighbours. In Coping with Geopolitical Decline leading political scientists, historians, and sociologists explore the strategies adopted by leaders and domestic elites to prevent, reverse, or deny the decline of their country. Analyzing four European cases (Byzantium, England, France, Russia) before turning to the contemporary debate in the United States, they argue that geopolitics is not fate. Coping strategies depend on the context, which includes cultural representations of decline, the experience of military defeat, and domestic politics. The question of Kosovan sovereignty and independence has a history which stretches far back beyond the outbreak of war in 1998. This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.

As the seventh and probably last state to arise from the ruins of the former Yugoslavia, Kosovo is the newest country in Europe. For centuries, Kosovo, also known as Kosova, was part of the Ottoman Empire, and for most of the 20th century, it was a province of what was once Yugoslavia. After the military conflict in 1998-1999 and a period of administration by the United Nations, Kosovo declared its independence from Serbia on February 17, 2008. This book examines international engagement with Kosovo since NATO’s intervention in 1999, and looks at the three distinct phases of Kosovo’s development; intervention, statebuilding and independence. Kosovo remains a case study of central importance in international relations, illustrative of key political trends in the post-Cold War era. During each phase, international policy towards Kosovo has challenged prevailing international norms and pushed the boundaries of conventional wisdom. In each of the three phases 'Kosovo' has been cited as constituting a precedent, and this book explores the impact and the often troubling consequences and implications of these precedents. This book explicitly engages with this debate, which transcends Kosovo itself, and provides a critical analysis of the catalysts and consequences of contemporary international engagement with this seminal case study. Each chapter focuses on a particular aspect of the international engagement with Kosovo and situates events there in an international context, highlighting the extent to which international policy towards Kosovo has challenged existing norms and practices. Kosovo has been cited in certain texts as a positive template to be emulated, but the contributors to this book also identify the often controversial and contentious nature of these new norms. This book will be of much interest to students of humanitarian intervention and statebuilding, war and conflict studies, security studies and IR in general.
