Investing in One Health – cross-sectoral, multidisciplinary coordination and collaboration across the human health, animal health, and environmental health sectors – is crucial for maintaining healthy agricultural and food systems and addressing global health security risks. Such action can reduce the threat of future pandemics through upstream preventive actions, early detection, and agile responses to zoonotic and emerging infectious diseases outbreaks, coupled with measures for promoting food safety, including anti-microbial resistance. This regional review, conducted jointly by the World Bank and the Food and Agriculture Organization of the United Nations, assesses the socioeconomic impacts of zoonotic diseases and epidemics across the East Asia and Pacific region, providing a background on why emerging infectious diseases are occurring more frequently in this region. This review looks at the benefits of using a risk-based approach, assesses the management of animal and wildlife health and the ability to identify and respond to emerging threats and protect the health, agricultural production, and ecosystem services. It provides recommendations on priority activities to be undertaken, and offers governments and their development partners the evidence and analysis needed to make more and better investments in wildlife systems and animal health to improve global health security.

In recent years, the number of people experiencing acute hunger has been persistently high. And 2018 was no exception. Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.

This book analyzes the achievements of the UN World Summit of September 2005 in the field of conflict prevention, human security, and the advancement of the security development nexus. The book examines the Summit Outcome Document, which contains important general endorsements of the objective to strengthen conflict prevention capacities at the UN and fully supports the mission of the Special Advisor of the Secretary General on the Prevention of Genocide. This document commits all Member States for the first time to develop a notion of "human security" that recognizes that all individuals, in particular vulnerable people, are entitled to freedom from fear and freedom from want. It embraces the concept of a "responsibility to protect" against genocide, ethnic cleansing, and crimes against humanity. The book looks at how the newly established Peacebuilding Commission can play an important overall preventive role, in particular by ensuring that post-conflict countries do not relapse into armed conflict. It suggests the upcoming Comprehensive Report on Conflict Prevention by the UN Secretary General and a new General Assembly Resolution should operationalize and implement the shift from reaction to prevention. The United Nations for the 21st Century supports the call for a special summit meeting in 2010 on conflict prevention and human security with the objective to adopt a Global Action Plan on Conflict Prevention and Human Security, which should specify concrete agreements for allocating the resources necessary to bring peace planning, conflict prevention, and peacebuilding strategies to fruition.

The background paper provides an overview of ethical issues that arise in the conduct of HIV vaccine trials. The report also discusses alternatives to the current product liability system to encourage the development of HIV vaccines and to fairly compensate those who are harmed as a result of adverse reactions to the vaccine. This background paper was prepared in response to a request from the Subcommittee on Health of the House Ways and Means Committee. It is eleventh in OTA's series of studies on HIV-related issues.
