This book examines the rapidly expanding EU agency’s distinct role in EU border control, showing that Frontex is a prominent border control actor that reshapes the EU borders by promoting a new border control culture. Bringing culture into the analysis of Frontex, this book offers an alternative in-depth understanding of the agency’s function, focusing on the production and diffusion of border control assumptions and practices within a border control community. Based on data drawn from primary research at Frontex and two EU external borders, namely Lampedusa and Evros, this book examines Frontex’s contribution to the emergence of a new border control culture in Europe, replacing the pre-existing Schengen culture. This book provides a sophisticated analysis of cross-border challenges and problems in the southern African region. It advances explanations that transcend the state-centric narrative that has nationalised cross-border security. It provides insights from non-state actors such as informal cross-border traders (ICBTs), informal cross-border transporters, undocumented migrants, and cross-border communities. It argues that security needs to be understood beyond a state-centric paradigm by focusing on the political, economic, environmental, and societal threats at macro, meso, and micro levels. The book suggests that at the core of cross-border security challenges in the Southern African region is a post-colonial governmentality. This drives the nationalisation of cross-border security as though it is the only security leading to nation-states, in turn depoliticising and invisibilising the security and livelihoods of ordinary people, even when nation-states claim to be protecting the same. This book examines the role of European Union (EU) agencies in the EU’s external border control policy, looking at how the empowerment of particular bodies has shaped the management of their external borders and influenced EU governance more broadly. Focusing on four key aspects of agency involvement – joint sea operations, information access, inter-agency cooperation, and international action – the book sheds light on the daily policy implementation and operational collaboration at the EU’s external borders and beyond. It finds that the agencies increasingly demonstrated the capacity to sway decision-making and implementation from within. This has led to a reduction in Member States’ policy autonomy, an increase in EU oversight over border management, and the institutionalisation of a common administrative capacity at the EU level, leading to a shift in the EU’s approach to border management towards integration. This book will be of key interest to scholars and students of border management, migration studies and asylum, EU administration and agencies, and more broadly European studies, international relations, and public administration.

Focusing on the Mediterranean region from 2015 onwards, this volume explores photography’s engagement with displacement, a process that denotes the environmental and social breakdown of places and the forced mobility of people. The ongoing proliferation of photography of the displaced plays a crucial role in shaping opinions, by sensitising the public to the despair of displacement and hardening them to the trope through repeated exposure. Through a range of images by both established and amateur photographers, as well as ethnographic notes that draw from interviews with actors who are either displaced or working with the displaced, Parvati Nair questions the extent to which photography opens a space of possibility for the displaced in the face of globally dominant ideological drives that lead to the Anthropocene. Chapters focus on key aspects of this mass phenomenon, such as the question of crises no longer as exception but as historical process, the lived experiences of protracted relegation to borders and exposure to possible death, the prevalence of domicide and the spread of encampments, and the question of hope for the future. Examining how changing conditions in the Mediterranean Region have affected the decisions of those considering migrating from Sub-Saharan Africa to or through the Region, this book represents an important and overdue contribution to international policy-making and academic discourse. In current discussions relating to this migration phenomenon, the complexity of individual decision-making is often left unacknowledged, so that subsequent policy responses draw upon simplified models. In this volume, individual decision-making takes central stage by bringing together chapters that demonstrate very different types of decision-making frameworks. In this project, it is highlighted that people move for a variety of reasons such as being affected by conflict and insecurity, by economic pressures, and by desire for other forms of enrichment. Throughout, the book’s contributors find that events in the Mediterranean cannot be considered alone in understanding migration decision-making from Sub-Saharan Africa, but as part of an increasingly complicated global system not encompassed by one simplified theory or by looking at one regional context in isolation. Knowing why individual people are moving and how they decide upon which routes to take can help to ensure policy that promotes safer travel options, or makes genuine alternatives to migration available.

The Middle East, a few decades ago, was seen to be an autonomous subsystem of the global international political system. More recently, the region has been subordinated to the hegemony of a singular superpower, the US, bolstered by an alliance with Israel and a network of Arab client states. The subordination of the contemporary Middle East has resulted in large part from the disappearance of countervailing forces, for example, global bipolarity, that for a while allowed the Arab world in particular to exercise a modicum of flexibility in shaping its international relations.The aspirations of the indigenous population of the Middle East have been stifled by the dynamics of the unequal global power relationships, and domestic politics of the countries of the region are regularly subordinated to the prerogatives of international markets and the strategic competition of the great powers. Employing the concept of imperialism, defined as a pattern of alliances between a center (rulers) in the Center (developed) country and a center (client regime) in the Periphery (underdeveloped country) - as an overall framework to analyse the subordination of the region, this book is essential reading for students and scholars of the Middle East, International Relations, and Politics in general.

Is there something distinctive about penology in Europe? Do Europeans think about punishment and penal policy in a different way to people in other parts of the globe? Europe's Border Crisis explores current dynamics in EU border security and migration management. It argues that a crisis point has emerged because 'irregular' migrants are seen as both a security threat to the EU and also as a life threatened and in need of protection. This leads to paradoxical situations whereby humanitarian policies and practices expose 'irregular' migrants to often dehumanizing and sometimes lethal border security mechanisms. The dominant way of understanding these dynamics — one that blames a gap between policy and practice — fails to address the deeper issues at stake and ends up perpetuating the terms of the crisis. Drawing on conceptual resources in biopolitical theory the book offers an alternative diagnosis and sets out a new research agenda for the interdisciplinary field of critical border and migration studies.
