Negotiations are underway to agree the details of the European Union budget for the period of 2007 to 2013 (known as the Financial Perspective), covering the newly enlarged EU of 25 member states. Further enlargement is likely, with Bulgaria and Romania due to join in 2007 and the possible accession of Croatia and Turkey being considered. The Committee's report considers a range of issues in relation to the current budget debate, including the merits of the Commission's proposals within the framework of recent and future EU enlargement; the Common Agricultural Policy; Structural and Cohesion Funds; the Lisbon Agenda; other spending categories; the functioning of the 'Own Resources' and a EU tax; UK abatement and the Commission's proposal for a Generalised Corrective Mechanism. Conclusions reached include support for the UK Government's insistence that the UK rebate is non-negotiable, given the inadequate reforms of the CAP; however, if real reform of the budget was offered, then the UK Government should be prepared to negotiate. Structural funds should be focused on the 10 new member states, as well as the two applicant countries of Romania and Bulgaria, with the phasing out of EU regional development funds for all 'old' member states with the exception of Greece and Portugal.

The CEPS Task Force on the EU budget began its deliberations shortly after the December 2005 Council Decision, embracing all aspects of the budget and culminating, after more than a year of preparation, in this report. This report offers a structure for evaluating the EU's expenditures and future reform options based on a set of guiding principles drawn from the EU Treaties and precepts of good governance. It goes on to identify the misallocation of resources as a central cause of the net balance disputes that plague the system and undermine its fairness. To ensure that the EU is able to act in areas of real value, the report concludes that improvements in the rationale for the expenditures and an increase in the quality of interventions must occur in tandem with an elimination of distortions in the resources mechanism.

Much attention has been paid to the ongoing and unpredictable Brexit negotiations between the EU and the UK, but much less on what the absence of the UK might entail for the remaining 27 EU Member States. This book explores the range of implications for the EU after Brexit, and whether it is likely to become stronger or weaker as a result. It reviews the different attitudes on the EU’s future within both the member states and the individual EU institutions, and examines the impacts of Brexit on the composition of the EU institutions and on the balance of power between the member states. It also looks at linguistic and cultural impacts, the UK’s wider legacy for the EU and possible changes in EU priorities. The author concludes that Brexit has reinforced the EU’s unity in the short term, but that the EU will have to confront a number of key challenges if it is to be reinforced in the longer term. As the European Union (EU) launches its common currency (the Euro), Central European (CE) nations are searching for best practices in public liability management in order to smooth their integration into the EU. This work addresses that concern, examining borrowing policies, institution building, portfolio optimization, and the implications of the Euro and EU accession for public debt management. To help the CE countries achieve their goals, the World Bank and the European Commission held a two-day seminar in Brussels in mid-December 1997. European Union Accession presents the papers delivered at that seminar which was attended by all ten EU applicant countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic, and Slovenia. The workshop pursued the following goals: 1. to investigate the implications of the launch of the Euro and of the EU accession on fiscal prudence and on the borrowing strategies of CE countries; 2. to facilitate the dissemination of the best public liabilities management techniques developed worldwide; and 3. to explore plausible arrangements to promote prudent public liabilities management in Central Europe through a regional expertise network.
