Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

Capacity building looks at developing the infrastructure, institutions and people and is critical to the development and participation of humans in the economy and society. Capacity building ranges from schools, roads and hospitals through to health and welfare systems, education, communication and information sharing, participation and voice, governance and opportunity. This book aims to outline the nature and scale of the capacity building challenges facing countries in the Asia Pacific region. Human Development and Capacity Building presents case studies from selected countries with an emphasis on rural development and programs that enhance opportunity and participation in the economy. "In 2001 the World Bank adopted a gender equality policy as a means to help reduce poverty. This policy was outlined in Integrating Gender into the World Bank's Work: A Strategy for Action (referred as the 2001 Gender Strategy). Through this evaluation IEG finds that the World Bank made progress in gender integration between 2002 and 2008 integrating gender concerns in more than half of the relevant projects. These signs of progress are qualified by findings that implementation of this policy weakened in the latter half of the review period and that there was no built-in results framework in the strategy.

The main message of the study is that Central America's ability to exploit the opportunities created by ongoing trade liberalization will depend on the ability of the region to implement a complementary policy agenda that creates an enabling policy and institutional environment.

The Food and Agriculture Organization of the United Nations (FAO) produced a 2011 report on women in agriculture with a clear and urgent message: agriculture underperforms because half of all farmers—women—lack equal access to the resources and opportunities they need to be more productive. It is common knowledge that development without security is like a runaway horse. Yet, development in Africa has been plagued by insecurities since the extractive periods of slave trade and colonialism. In spite of political independence and the euphoria of sovereignty as states, Africa has failed to address insecurity, which continues to loom large and to threaten aspirations towards truly inclusive and sustainable development. A consequence has been Africa’s development naivety vis-à-vis the monopolisation of development by the predatory elite actors of the global North and their local facilitators. To salvage the continent from such predation and the insecurities engendered requires novel and innovative imagination and praxis.
