This book analyzes policy and programming challenges for gender mainstreaming in counter-terrorism, with examples from comparative case studies of countering violent extremism programming. Interest in the issue of gender in security policy and programming has grown over the past several years, often with increasing pressure at the international and national levels to ensure commitment to inclusion of women or a gender lens. This book provides in-depth investigation of how gender can be effectively understood and included in the security process. Firstly, it adds a timely and effective contribution to the academic conversations around gender in security and how counter-terrorism programming can be implemented with human security goals. Secondly, it offers recommendations for policy makers and practitioners seeking to improve the effectiveness of countering violent extremism program design, implementation, and evaluation. A gender analysis framework is built across the chapters, drawing from various feminist analytical perspectives used in International Relations theory. The learning from this comparative gender analysis is encapsulated in the last chapter through some recommendations to help move counter-terrorism policy toward more transformative gender mainstreaming strategies. Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

This handbook provides a theoretical and methodological exploration of the research on radicalisation and counter-radicalisation, one of the most influential concepts in Security Studies, International Relations, and Peace and Conflict Studies. This book brings together a variety of innovative perspectives on the inclusion of gender in the governance of (counter-)terrorism and violent extremism. Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism (CT/CVE). As a result, commitments to gender-sensitivity and gender equality in international and regional CT/CVE initiatives, in national action plans and at the level of civil society programming, ́have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, there is a need for more systematic analysis of how concerns about gender are being incorporated in the governance of (counter-)terrorism and violent extremism and how it has affected (gendered) practices and power relations in counterterrorism policy-making and implementation. Ranging from the processes of global and regional integration of gender into the governance of terrorism, via the impact of the shift on government responses to the return of foreign fighters, to state and civil society-led CVE programming and academic discussions, the essays engage with the origins and dynamics behind recent shifts which bring gender to the forefront of the governance of terrorism. The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

From its inception, the "War on Terror" has been a heavily gendered endeavour. A careful examination of counter-terrorism campaigns outside the current "War on Terror," reveals that such national security efforts also have a complex, but often unexplored, relationship to gender. This edited volume brings together scholars from various disciplines to consider, from a human rights perspective, the many ways in which gender interacts with counter-terrorism and national security efforts by modern states. Pakistan has been a priority country for international development assistance since the early years of its creation. Though Pakistan celebrates National Women’s Day on 12 February each year to commemorate the 1983 women’s march, three decades of war in neighbouring Afghanistan have stoked violent extremism and constrained development gains and gender equality. Canada led the first global efforts to support women’s rights and gender equality in the region. The Twelfth of February tells the story of the Canadian International Development Agency’s support for women’s organizations and civil society in Pakistan. Rhonda Gossen traces the ebbs and flows of financial aid, drawing on her own unique experience as a development worker as well as compelling interviews with activists, non-governmental organizations, officials, and diplomats. She assesses how women’s organizations work to resist violent extremism and makes the connection between gender inequality and security threats in a volatile region. Despite the influence of Islamic extremism, the gender equality movement in collaboration with civil society in Pakistan did make tangible headway. The Twelfth of February addresses a problem that is all too timely: given violent extremism’s devastating impact on development gains including women’s rights, security , and the elimination of gender-based violence, what is the future role for international development?

This book examines the gender dimensions of a wide array of national and international security challenges. This book explores the why and the how of women’s participation in armed struggle, and challenges preconceived assertions about women and violence, providing both a historic and a contemporary focus. The volume is about women who have participated in armed conflict as members of an armed group, trained in military action, with different tasks within the conflict. The chapters endeavor to make women’s own voices heard, to discover the untold stories of women as perpetrators and facilitators of military violence, and the authors do this through the use of personal interviews and the study of primary documents. The work widens the geographical perspective of feminist security studies to discover in what ways the historical, political, and social context has motivated the women to participate in military action, and presents new case study data from Germany, Ukraine, Turkey, Israel, Palestine, Cameroon, India, the Philippines, Vietnam and Latin America. Temporally, the chapters cover almost two centuries, from the late 19th century to the present day, touching upon a wide variety of examples of armed conflict, from wars of independence to the Second World War. Bringing together approaches from politics, history, anthropology and area studies, the chapters are informed by the fundamental insights of feminist research and address such pivotal questions as hegemonic masculinity in the armed forces and the relation between women’s armed violence and female agency.
