This book investigates competing modes of thought about gender security and aims to understand the policy implications of personal-political imaginations. The work draws upon extensive research conducted by the author in Serbia to develop a comprehensive picture of how feminist and women’s organising relates to the broader national and international contexts surrounding gender security. Through an innovative analytical framework of personal-political imaginations, the book explores the role that memories, perceptions and hopes about conflict and post-conflict have upon the logics of gender security. It investigates how contrasting and competing modes of thought about ‘gender security’ are made, paying attention to how the dynamics of gender politics in Serbia shape the security discourse and narratives of activists. The volume explores in detail how feminist and women’s organisations have responded to UNSCR 1325 by analysing two policy debates and campaigns that seek to ‘achieve’ its goals and gender security in Serbia: (1) feminist antimilitarism and (2) connecting domestic violence to the abuse of small arms and light weapons. Ultimately, the book argues that the configuration of gender security discourse is intimately linked to personal-political imaginations of conflict and post-conflict. How do understandings of the relationships between gender, violence, security and the international inform policy and practice in which these notions are central? What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

The Women, Peace, and Security (WPS) agenda is celebrated as a landmark global framework for achieving gender equality in peace and security governance. Its power is visible in two decades of United Nations resolutions, national action plans, regional initiatives, and countless activist, academic, and philanthropic projects. Yet despite this vitality, it is haunted by failure, as a lack of political will and stubborn patriarchal resistance frustrate its promise. The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

Over the past 20 years scholars, policymakers, and the media have increasingly recognized the links between both traditional and non-traditional security issues and the changing condition of the global environment. Concepts such as 'environmental security' and 'resource conflict' have been used to hint at these significant linkages. While there has been a good deal of scholarly work conducted that seeks to identify the ways that actors link these concepts, there has been little examination of the intersection between approaches to environmental security and gender. This book explores this intersection to provide an insight into the gendered nature of both global environmental politics and security studies. It examines how the issues of security and the environment are linked to theory and practice, and the extent to which gender informs these discussions. By adopting a feminist environmental security discourse, this book provides crucial redefinitions of key concepts and offers new insights into the ways we understand security-environment connections. Case studies evaluate if, and how, environment and security discourses are being used to understand a range of environmental issues, and how a feminist environmental security discourse contributes to our understanding of security-environment connections.
